Bahensky was present the bid was opened last week and he received one bid from Advanced <br /> Correctional. He has been working with Sarah Carstensen and is asking for authorization to <br /> negotiate a contract with them. <br /> Quandt made a motion and Bredthauer seconded to authorize Todd Bahensky to negotiate a <br /> contract with Advance Correctional Health Services. Bredthauer, Hartman, Hurst, Lancaster, <br /> Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> 7. DISCUSSION & POSSIBLE ACTION REGARDING BOARD LEADERSHIP POSITIONS AND <br /> TERMS - Discussion was held on the number of times a person should retain the board chair <br /> position. Some counties rotate the chairmanship among the districts but that may not be <br /> efficient and could take several years. <br /> Richardson expressed concern that she doesn't not like to see it addressed verbally and <br /> question if there could be a resolution. Other organizations use the succession from vice chair <br /> to chair and maybe the board could consider that. <br /> Hartman sated he is not sure what is wrong if the chair is doing a good job they could continue it <br /> would keep things stable. There are enough issues going on. <br /> Quandt stated he agrees with Dick if hey ae dong a good job do not change it. It is a lot of work <br /> and there were times when the chair and vice chair did not do their jobs and others failed. He <br /> expressed concern if this would be binding on future boards. <br /> Richardson stated that is good to have new and fresh ideas and everyone can be chair or vice <br /> chair. You would not put someone in that position that does not want to be chair or vice chair. <br /> Lancaster questioned if there would have to be a resolution. The way they do it now the chair is <br /> elected and the vice chair could have the potential of moving up to chair. The ideas all come <br /> from each person on the board. There are no committee meetings now so it comes to the <br /> board. She expressed concern putting a number on it then it could become the standard. If <br /> someone isn't reelected then that is a problem. She like the way it is done now. <br /> Quandt stated that doing away with the committees was a good thing the board is better <br /> informed and getting along now. The leadership could change more often without the <br /> committees. <br /> Richardson stated that she disagrees the committees were a good thing there could be more <br /> free flowing discussion in the committees and they could bring recommendations to the board. <br /> That has worked for a long time. It is interesting that the board chair does not like the term <br /> limits. Some things just keep happening. It needs to be mixed up a little more everyone has <br /> different ways to do things and different talents. <br /> Richardson made a motion and Peterson seconded the motion (for discussion) to set a 2 year <br /> Maximum limit as chair of the board. The election of chair and vice chair will continue every <br /> year. <br /> Bredthauer ask if they should talk to NACO and Lancaster stated there is a wide variety of ways <br /> that the counties do this. <br /> 7 <br />
