17. DISCUSSION & POSSIBLE ACTION TO DESIGNATE BOARD MEMBER TO MERIT <br /> COMMISSION — Lancaster stated that Gary current term is up and he could serve another term. <br /> Quandt stated that they will be losing 2 other member of the commission Kathy Allen and Judge <br /> Livingston have decided to step down and he will be the senior member. They currently have <br /> some issues coming up. The judges will appoint 2 members and the sheriff appoints the <br /> deputies. Mr. Quandt will continue to serve. <br /> 18. DISCUSSION & POSSIBLE ACTION TO DESIGNATE BOARD MEMBER TO CENTRAL <br /> NEBRASKA COMMUNITY ACTION CNCA- this issue need to be addressed today the <br /> meetings are on Tuesday's in Loup City. <br /> Peterson made a motion and Bredthauer seconded to appoint Gary Quandt to the Central <br /> Nebraska Community Action Board. Bredthauer, Hurst, Lancaster, Quandt, Peterson and <br /> Richardson all voted yes and none voted no. Motion carried. <br /> 7A)10:00 A.M. PUBLIC HEARING REGARING CONSIDERATION TO CONTINUE TO <br /> PROVIDE FOR THE LAWFUL CONSTITUTION RIGHT OF THE PUBLIC FOR THE ELECTION <br /> OF A COUNTY SURVEYOR —Quandt made a motion and Bredthauer seconded to open the <br /> public hearing. Bredthauer, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes <br /> and none voted no. Motion carried. <br /> Lancaster stated that this is the public's opportunity for information regarding that retention of <br /> the county surveyor as an elected position. Mr. Peters provided information for the board <br /> members. <br /> County surveyor Scott Peters stated that in 2014 there was legislation regarding the position of <br /> county surveyor. In a county with a population of less than 150,000 they will be ask if they want <br /> the county surveyor to be appointed or elected and in 2020 the county board could hold the <br /> public hearing and decide if it should be elected. This lets the counties decide and they could <br /> approve the resolution to maintain it as an elected position. Discussion was held on the duties of <br /> the office and Scott is also the GIS director in Hall County. The main job is to assist with <br /> resetting corners but he helps the highway department and the assessor also. He takes care of <br /> GIS program and is busy every day. In the past there was a position that took care of the <br /> cadastral maps but that job was eliminated and GIS does that work. He helps other offices and <br /> with the new census there will be a big responsibility on the boundaries. He also assisted with <br /> deterring the boundaries on the veteran's home property. <br /> Quandt noted that he work with the railroad and with the O'Neil's and they appreciated what he <br /> was able to do. <br /> Lancaster called for public participation for or against retaining this as an elected position. No <br /> one responded. <br /> Bailey Gibson, requested to comment. She noted that from her perspective smaller counties <br /> may not have any one that is licensed as a surveyor. It should be an elected position it <br /> preserves the right to vote for officials. Scott is great to work with and he goes above and <br /> beyond his statutory duties. <br /> 6 <br />
