B) DISCUSSION & CONSIDERATION OF APPROVING COUNTY PARTICIPATION IN AN <br /> AMICK ACRES DRAINAGE IMPROVEMENT PROJECT - Hartman made a motion to have Mr. <br /> Riehle work with the Corp of Engineers and NRD for the Doniphan Flood project and put in <br /> $100,000 and $100,000 in-kind work and use the county equipment. This project needs to be <br /> done. They need to address the possible spring rain. This affects peoples live and some have <br /> not moved back into their homes. <br /> Chair Lancaster called for a second to the motion and Richardson seconded. She suggested <br /> using $36,000 out of the Road budget and use inheritance dollars and the $100,000 in-kind <br /> work. <br /> Peterson expressed concern that that would be 2/3 of the entire project and there are other <br /> projects in other areas where there are water problems. The HOA may also participate. <br /> Hartman expressed concern this his area. Peterson stated we have to be fair to everyone, he <br /> supports helping but have to be reasonable. <br /> Quandt stated everyone wants to help but he would hope that the HOA would help and the NRD <br /> would take the lead. He does not support the $100,000 and $100,000. We have to make sure <br /> that it is done right and have the NRD and Army Corp support it <br /> Lancaster also expressed concern on the $200,000 support and would go up to 1/3 of the <br /> project. She also expressed concern that some of the numbers are ranges. <br /> Richardson expressed concern that if they have to wait on the NrD there may be problems. <br /> They could negotiate the number. <br /> Bredthauer expressed concern on the fact that some of the equipment is very old and concern <br /> on the in-kinds work and the culvert work. They could hire out for the scraper work and she <br /> expressed concern on the amount of in-kind work. <br /> Hartman amended his motion to $150,000 and do as much work as they can. <br /> Deputy County Attorney Sarah Carstensen expressed concern that they have talked about 1/3 <br /> with a cap or a lump sum and advised that it needs to be clarified. <br /> Hartman verified it was $150,000.00. <br /> Hurst stated they need to set a cap cannot leave it open he would like to set a cap at $120,000 <br /> and that would include the in kind work. <br /> Mr. Riehle estimated about $54,000 for the new culverts, patching asphalt and light grading and <br /> stated they could use $36,000 out of culvert line item and the rest from other lines. <br /> Bredthauer expressed concern that the county had to use $2.5 million from inheritance to keep <br /> employees employed and there is $1 million as a reserve. She stated this is devastating but <br /> next fiscal year we will have to cut budgets. <br /> Richardson stated she is OK with the $120,000. <br /> 8 <br />
