Jon Rosenlund stated if the Army <br /> Corp reviews the project and they are comfortable and the ditches already exist they need to be <br /> improved. 740 acres drain into this area and if the Army understands the scope they would be <br /> the lead authority. <br /> Discussion was held on the permits that may be required. The Army Corp r could call this a <br /> maintenance project and would not need a permit. Steve pointed out the ditches on the map. <br /> Crane Trust is working on a proposed project on Platte River Drive and Buffalo Road. <br /> Mr. Rosenlund stated that after the first flood in Wood River they identified some projects to <br /> clean out the ditches to move the water better and in July the water did flow better and it <br /> prevented a repeat of what happened in March. He would encourage them to address the <br /> solutions that can be done in the short term to prevent additional flooding. Jon noted that it is <br /> important to improve the things that are already there to insure that we do not see a repeat, but <br /> continue to look at long term solutions. <br /> Lancaster ask the depth of the ditches and the height of the berms and ask if they would need <br /> to have engineering sign off on these projects. Steve stated that his engineering license comes <br /> into play and this is his personal professional license. He is not sure where the liability would <br /> fall. Steve the widest ditch is on Cedarview and Hilltop Road is 21 feet wide and the berm is 4.5 <br /> feet above the ditch <br /> Lancaster noted that if the Army Corp took the lead it would take a long time but maybe as a <br /> consultant if would be different. She noted that they lost a home in the tornado insurance does <br /> not cover all of the loss. <br /> Richardson noted that some resident have talked to the NRD has contacted the HOA and they <br /> are waiting for a county commitment they need the support from the county. <br /> Larry Mulligan Amick Acres east said they need to have something in place with the county and <br /> then go to the NRD. The 2 Home Owner Associations have approved the concept and will <br /> participate in the plan and are looking for a county commitment. <br /> Peterson ask what the commitment of the 2 associations and Larry Mulligan stated it is <br /> significant. . <br /> Dave Niemoth Lot 58 Amick Acres east stated the ditches already exit. He noted on the map <br /> the proposed ditch. They are existing ditches. There are 209 lots with a taxable valuation of <br /> $51 million and property taxes are $200,000. There is a verbal commitment from the <br /> landowners to sell the land for the right of way. The ditch can be cleaned out. They have a <br /> commitment of $200,000 from the 2 associations about $1500.00 each landowner. <br /> Tim Smith land manager with Crane Trust met with the Wolbach family and they have agreed <br /> and Crane Trust is currently working to increase the size of a ditch to divert water to the river. <br /> Discussion was held on the Wolbach property they are proposing to build a berm around that <br /> corner. Steve showed the location on the map. The ditch would be to be 4.5 to 5 feet and the <br /> berm would be 4.5 feet. <br /> 7 <br />
