The vote on the motion was taken to set the bid opening. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> 7.10:00 A.M. PUBLIC WORKS A) UPDATE ON AMICK ACRES Mr. Riehle stated that the <br /> county surveyor surveyed the ditches and created a 3/D profile for the drainage issues and the <br /> proposed height of the berms. The HOA talked to the 2 landowners regarding the land <br /> acquisition for the right of way. <br /> Mr. Riehle looked at the budget for the Road Department where they could be potential funds <br /> for the project. He noted that there is $36,000.00 for culverts and some additional dollars in the <br /> asphalt line items. The $233,000 dos not included the cost of the right-a-way costs and the out <br /> lot land that total would be about $340,000. <br /> The ditch on Cedarview and Hilltop will need improvements and that would fit in this project or a <br /> future project. <br /> Quandt noted a 1978 NRD drainage improvement on the west end of the original Amick Acres <br /> area. <br /> Hartman stated that there are 710 acres that drain into the county ditches in Amick Acres and <br /> the county will clean out the ditches we have no choice. <br /> Emergency Management Director Jon Rosenlund stated that they did a damage assessment <br /> survey in Doniphan. It does not get every home but of the 71 hat were surveyed it was about <br /> $1.9 million dollars of damage. This is not a detailed assessment it only applies to a percentage <br /> of the home value it gives a general estimate. He noted that some residents were displaced for <br /> a number of weeks and the assessment does not address those costs there a number of cost <br /> that are born by the residents. <br /> Hartman stated that something needs to be done before spring it could happen again because <br /> the water level is still high. These people do not want to lose heat or water again. <br /> Peterson ask if Mr. Rosenlund knows if the residents have had a chance to buy flood insurance. <br /> If the property is not in the flood plain it is not expensive. I does not cover everything and will <br /> not restore it to the former finished state. He would encourage them to look at flood insurance. <br /> He also stated they need to communicate with the NRD their experience would be appreciated <br /> and they need to take the led, water is their business. He has experienced water problem in his <br /> basement for 40 years and has tried 4 different projects to take care of it. <br /> Hartman noted that flood insurance covers water that is coming in and not ground water <br /> seepage. He expressed concern waiting on the NRD it may slow the project down they need to <br /> let Steve do it. <br /> Bredthauer expressed concern on the county's liability and who would maintain the ditches. <br /> If this would fail and washout a field what is our liability. <br /> Deputy County Attorney Sarah Carstensen stated that who own it would maintain it and there <br /> could be some risk involved. Discussion was held on the ownership of the easements Peterson <br /> ask. Steve stated it would be a 2 to 18inchditch and downhill it gets wider and they would have <br /> 6 <br />
