Bredthauer made a motion and Peterson seconded to approve the purchase of the crack sealer <br /> at the state contract price from Maxwell products for $22,090.00. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson, and Richardson all voted yes and none voted no. Motion carried. <br /> B) DISCUSSION & CONSIDERATION OF APPROVAL OF MAKEUP OF ROADS SAFETY <br /> COMMITTEE— Steve Riehle and Karen Bredthauer stated that NIRMA and Tim Baxter <br /> NIRMA's Road & Safety loss prevention specialist recommend that Hall County have a Roads <br /> Safety Committee. The first meeting was held November 6th <br /> The Road Department Safety committee will consist of the following. <br /> • County Board representative <br /> • County highway superintendent <br /> • CWA union Steward <br /> • Motor grader operator <br /> • Equipment operator from grand Island the sixth position will depend on what <br /> position the CWA Seward holds and will be a motor grader operator or an <br /> equipment operator from Grand Island or a shop mechanic <br /> • Recording secretary — public works secretary/account (non-voting) <br /> Bredthauer also explained that they discussed work reports plan on how to use the equipment <br /> and also the near miss reports and the checkout sheets. They have followed the guidelines <br /> To make it safer and work more efficiently. She stated that Mr. Baxter has also recommend <br /> using the grader maps. <br /> Peterson made a motion and Quandt seconded to approve the Road Department Safety <br /> Committee membership. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson, and <br /> Richardson all voted yes and none voted no. Motion carried. <br /> Bredthauer also stated that if a piece of equipment is tagged and deemed unsafe for use <br /> sometime it will take more money to fix it than to consider replacing it. They currently have a lift <br /> at work that is questionable and they're looking to replace it with a bucket truck. They are <br /> looking or a piece of surplus equipment or good used unit and will come forward with it later. <br /> Held a 5 minute break and then the board will then go into the executive sessions. <br /> Quandt made a motion and Peterson seconded to go into executive session regarding <br /> #5 threatened litigation Pam Bourne and #6 executive session personnel. There are 2 reasons <br /> for an executive session to prevent needless harm or injury to an individual or to protect the <br /> public interest. The board will keep track of the time for each session. Bredthauer, Hartman, <br /> Hurst, Lancaster, Quandt, Peterson, and Richardson all voted yes and none voted no. Motion <br /> carried. <br /> 5. EXECUTIVE SESSION DISCUSSION & POTENTIAL ACTION REGARDING THREATENED <br /> LITIGATION (PAM BOURNE) held from 12:45 p.m. to 1:06 p.m. <br /> 6. EXECUTIVE SESSION REGARDING — PERSONNEL held from 1:06 p.m. to 1:56 p.m. <br /> Quandt made a motion and Bredthauer seconded to go out of executive session. No other <br /> subjects were discussed no action was taken and no votes were taken. Bredthauer, Hartman, <br /> 11 <br />
