Bredthauer made a motion and Peterson seconded to approve the purchase of the crack sealer at the state contract price from Maxwell products for $22,090.00. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson, and Richardson all voted yes and none voted no. Motion carried. B) DISCUSSION & CONSIDERATION OF APPROVAL OF MAKEUP OF ROADS SAFETY COMMITTEE— Steve Riehle and Karen Bredthauer stated that NIRMA and Tim Baxter NIRMA's Road & Safety loss prevention specialist recommend that Hall County have a Roads Safety Committee. The first meeting was held November 6th The Road Department Safety committee will consist of the following. • County Board representative • County highway superintendent • CWA union Steward • Motor grader operator • Equipment operator from grand Island the sixth position will depend on what position the CWA Seward holds and will be a motor grader operator or an equipment operator from Grand Island or a shop mechanic • Recording secretary — public works secretary/account (non-voting) Bredthauer also explained that they discussed work reports plan on how to use the equipment and also the near miss reports and the checkout sheets. They have followed the guidelines To make it safer and work more efficiently. She stated that Mr. Baxter has also recommend using the grader maps. Peterson made a motion and Quandt seconded to approve the Road Department Safety Committee membership. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson, and Richardson all voted yes and none voted no. Motion carried. Bredthauer also stated that if a piece of equipment is tagged and deemed unsafe for use sometime it will take more money to fix it than to consider replacing it. They currently have a lift at work that is questionable and they're looking to replace it with a bucket truck. They are looking or a piece of surplus equipment or good used unit and will come forward with it later. Held a 5 minute break and then the board will then go into the executive sessions. Quandt made a motion and Peterson seconded to go into executive session regarding #5 threatened litigation Pam Bourne and #6 executive session personnel. There are 2 reasons for an executive session to prevent needless harm or injury to an individual or to protect the public interest. The board will keep track of the time for each session. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson, and Richardson all voted yes and none voted no. Motion carried. 5. EXECUTIVE SESSION DISCUSSION & POTENTIAL ACTION REGARDING THREATENED LITIGATION (PAM BOURNE) held from 12:45 p.m. to 1:06 p.m. 6. EXECUTIVE SESSION REGARDING — PERSONNEL held from 1:06 p.m. to 1:56 p.m. Quandt made a motion and Bredthauer seconded to go out of executive session.
