Quandt stated that he would like to see some bids on concrete vs. stone. He would like to see <br /> second bid. <br /> Richardson noted this is a different stone and Loran stated it is a different color and not as <br /> porous and the limestone can be sealed. They can also use a different ice melt. <br /> Quandt withdrew his motion and Karen withdrew her second to open the bids. <br /> Quandt stated he would like to return the bid and set a bid opening at the next meeting and <br /> request bids again. <br /> Hurst expressed concern that they need to make a decision and bidders do not like to work with <br /> the county because we put everything off. <br /> Hartman also expressed concern on county bid openings and just because there is only on bid <br /> to reject it. This is a joke to turn down bids. <br /> Richardson questioned who the bids were from and they were both from Balthazar's Stone <br /> From Omaha, NE the same company. <br /> Peterson ask if Loran and a possible amount and Loran stated he did not. He noted that the <br /> DHHS project was $30,000. <br /> Lancaster stated it is better to have 2 bids. <br /> Quandt made a motion and Bredthauer second to re-advertise for the front step repairs at the <br /> Federal Building and set a bid opening in 2 weeks. Bredthauer, Lancaster, Quandt, Peterson, <br /> and Richardson all voted yes and Hartman and Hurst voted no. Motion carried. <br /> 10. DISCUSSION & POSSIBLE ACTION APPROVING RESOLUTION REGARDING <br /> UNMUFFLED ENGINE BRAKES — Deputy County Attorney Sarah Carstensen has worked on <br /> this resolution. Lancaster noted the comments in the paper regarding the unmuffled engine <br /> brakes. The proposed resolution has the revised map using the 1 mile radius option. <br /> Sarah ask if there were any questions on the legal issues. <br /> Lancaster ask if anyone would like to address this issue. <br /> Mike Dobesh, 2491 South 110th Road Wood River expressed concern about the 2 mile radius <br /> and stated he would like to see the board leave Highway 281 and Highway 30 alone and <br /> concentrate on the areas that are affected. Patty Hooker wanted to also be here but was <br /> unable to attend. This is a safety issue and they cannot watch 24/7. He noted that the newer <br /> trucks have a new system but expressed concern about the older vehicles. There will need to <br /> be signs and he ask if signs would be on every street. <br /> Peterson noted that if it is on a state highway they would have to have approval but not on the <br /> residential areas. <br /> Hurst expressed concern that the city has an ordinance and there has been no enforcement. <br /> Mr. Dobesh expressed concern on how they were going to enforce this. <br /> 4 <br />
