Lancaster stated that in the past the fine was not substantial enough to make it effective but <br /> Cairo has increased their fines. <br /> Hartman expressed concern on the maps and it was noted there are 2 options. He ask how <br /> many fines have been paid. He stated this is no different than the noise from the trains and <br /> other loud mufflers. The city does not enforce it. <br /> Bredthauer noted that people attending a Doniphan football game could not hear when the <br /> trucks used the brakes. This needs to be addressed and by raising the fee maybe it could be <br /> used for safety equipment. <br /> Don Smith 304 Pheasant Drive Grand Island is on the editorial board and this was reported in <br /> the paper. The trucking industry and farming and the workforce that re involved in the trucking <br /> industry are part of our economy. We are located in the center of the United States and trains <br /> and trucks and issues with trains are part of this area. He noted that 95% of the truck have <br /> roper braking equipment and noted that if the co not have the equipment they can slow down or <br /> use mechanical brakes. They need to be respectful of people in Grand Island and the smaller <br /> communities and work together. With proper signage and some enforcement and the fines it <br /> may be a deterrent. . <br /> Hartman questioned if they were going to ticket someone at a major truck stop. It was noted <br /> that this would be in the 2 mile jurisdiction. <br /> Peterson noted he is in favor of the 1 mile jurisdiction and that would not affect Bosselmans, <br /> Highway 281 and the interstate. <br /> Richardson stated she agrees with the 1 mile jurisdiction. <br /> Richardson made a motion and Quandt seconded to approve Resolution #19-194 prohibiting <br /> the use of unmuffled engine brakes within Hall County Nebraska. <br /> Hartman questioned if it would be on a complaint basis. <br /> Chair Lancaster called for any other comments. <br /> Tony Enyetich questioned if this is on a complaint basis do they have the manpower to enforce. <br /> Lancaster noted that this is a tool to work with and we have just not had it in the past. <br /> Quandt noted that Mr. Hurst had a good point it was not enforced in the past but there is a new <br /> sheriff and a new chief of police and the state patrol will help enforce it. This is a quality of life <br /> issue and there has to be a compromise. <br /> Lancaster stated we will work within the parameters of the resolution and get this on the books. <br /> The vote on the motion was taken. Bredthauer, Lancaster, Quandt, Peterson, and Richardson <br /> all voted yes and Hartman and Hurst voted no. Motion carried. <br /> 5 <br />
