Mr. Hurst ask how many homes are there and she stated that there 200 homes and 120 of the <br /> home were affected. <br /> Joel Lee 219 Island Drive Amick Acres west stated he had 3 '/2 feet of water outside and 6 <br /> inches of water inside and there is also the ground water. All of the home have been affected <br /> and potential buyers are afraid to buy because they're concerned it will happen again. He noted <br /> that homes are selling for less than the assessed value. They need a plan to divert the flood <br /> waters and are not asking for a handout they just need some help. He thanked Steve and his <br /> staff for their help. <br /> Peterson stated he has had his share of dealing with water so he is aware of the problems and <br /> he encourage them to support each other. <br /> Hartman noted that in the past $150,000 went for community betterment and went to the road <br /> department for paving roads. This needs to be looked at. <br /> 13. EXECUTIVE SESSION — PERSONNEL Hurst made a motion and Richardson seconded to <br /> go into executive session. Lancaster stated there are 2 reasons for an executive session to <br /> protect the public interest and to prevent needless harm or injury to an individual. Bredthauer, <br /> Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. <br /> Motion carried. <br /> 12:18 p.m. executive session. <br /> 12:55 a.m. Quandt made a motion and Bredthauer seconded to go out of executive session <br /> Lancaster stated that no other subjects were discussed no votes were taken and no action was <br /> taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes <br /> and none voted no. Motion carried. <br /> 4B) DISCUSSION AND POTENTIAL ACTION REGARDING WHISTLEBLOWER POLICY <br /> Deputy County Attorney Sarah Carstensen provided copies of the policy and ask if the board <br /> wanted to take this to the elected and appointed officials. It can be included in the County <br /> Employee Handbook after the Harassment policy. She stated that she used the sample policy <br /> that was in the NIRMA personnel system handbook from a meeting that she attended in <br /> January and also looked at state and other county policies as a reference. <br /> Bredthauer made a motion and Quandt seconded to adopt the whistle blower policy as <br /> received. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted <br /> yes and none voted no. Motion carried. <br /> Peterson noted Section 3 page 2 about refusing to accept a work assignment that is part of the <br /> policy. Sarah stated that there is a balance to encourage people to address the safety and <br /> address it in the right way. This could be a little different for employees that are under an <br /> appointed office. Peterson questioned if this would affect law enforcement and she stated it <br /> does not exempt low enforcement or corrections. <br /> The voted on the motion to adopt was taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, <br /> Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> 8 <br />
