The <br /> cattle pens were also full of water. They did get it opened and then on August 23 when it rained <br /> again the road was flooded and apparently the culvert was plugged again. Discussion was held <br /> that the culvert needs to be replaced and she also noted that the culvert was hit by a grader <br /> during the winter. She stated the ditches were full and she left her car at the neighbors and had <br /> to walk home. It is a 1 mile round trip walk to get to her home. She only has one way out of her <br /> property and on August 24 she drove her car through the water. But after that the check engine <br /> light came one the 2006 Chevrolet Aero and she took it to Dinsdales Chevrolet to have it <br /> repaired she filed a claim with the county for the repairs to her vehicle for$106.59. The claim <br /> was filed with NIRMA but was denied she noted the letter from NIRMA. She is asking for <br /> reimbursement of the repairs. Mr. Riehle stated that the culvers are not open and they are <br /> considering to try cleaning out the ditch and they are working on it today. They have also talked <br /> to SPPD about cleaning out the ditch. He also noted that there is a field access driveway that <br /> needs to be addressed. <br /> Pam when did the first problem start in March thanked for being here Susan only have one <br /> way out started in March and now October needs to be addressed would like to have the board <br /> come out <br /> 5a) COUNTY ATTORNEY MARTY KLEIN EXECUTIVE SESSION — CONTRACT <br /> NEGOTIATIONS — County Attorney Marty Klein stated he does not need an executive session. <br /> He would like to discuss the RFP process to expedite the process for the software. <br /> 5B) DISCUSSION & POSSIBLE ACTION REGARDING PROSECUTION CASE <br /> MANAGEMENT SOFTWARE PURCHASE —County Attorney Marty Klein stated he would like <br /> to proceed with this process. <br /> Peterson questioned if this would require an RFP. The county purchasing act is clear it states <br /> anything excess of$50,000.00 would require completive bidding. Nebraska State Statute is <br /> $50,000 but the county is more restrictive and anything over $10,000.00 requires competitive <br /> bidding. Discussion was held if this is a unique type of software and it is not there are 20 <br /> different types of the most used programs. <br /> 3 <br />
