Attorney Sarah Carstensen contacted NIRMA about this MOU and it has been referred to
Brandy Johnson to review. It is wise to hold off on this.
11. DISCUSSION & POSSIBLE ACTION TO INCREASE ROAD DEPARTMENT BUDGET
$250,000 FOR 2019 2020 — Hartman stated that the board cut the Road Department budget
$250,000 and he has concern that this should be added back to the budget. Hall County has
not had a year like this for 25 years. The Road Department has had to use crushed rock in a lot
of places and the roads need to be addressed.
Bredthauer noted was spent last year by the Road Department they bought an excavator and a
new truck. There is to be no new equipment purchased this year so those dollars are in the
budget and there she also noted that there will be more revenue from the new gas tax so there
could be an extra $600.000 available. She also noted that there were projects from last year
that were not completed so those dollars are still there.
Hartman stated he is only telling the board that they may need more to address the roads.
Richardson stated she is looking at expenditures vs. the budget and this was a very unusual
year with the floods, winds and all of the trees. They cut $750,000 from the budget and she has
heard a lot of complaints about the roads.
Hartman stated you also have to look at the overtime that they have used and there may be
more. There are things that need to be addressed.
Bredthauer stated again that there is no new equipment purchases and they added $320,000 in
addition to the additional dollars from the gas tax.
Peterson noted that Karen may have a point we hare almost halfway through the year and they
may not be able to get road projects done. The employees have gone beyond the call of duty
and he has heard nothing but good comments. We have set the budget and did not raise taxes
we need to wait and see where we are. We may need to look at the overtime and make some
adjustments.
Quandt stated those are good points and they are not going to change the budget now.
They also cut the Sheriff$50,000.00 they can't change it now.
Lancaster stated they need to manage the budget the board used $2 million from the
inheritance fund. They have to be held accountable. There will be gravel on the roads.
Bredthauer also stated that there may be some reimbursements from FEMA.
Bredthauer made a motion to not increase the Road Department budget at this time.
She stated that $320,000.00 was added and there is no new equipment purchases. Discussion
was held.
Hartman pulled his agenda item. No action.
Bredthauer withdrew her motion and there was no second.
Held a 5 minute break
7
