Quandt stated the group worked well together but they need the resolution and need to raise the <br /> fines. They will also need to address the signage. Cairo has addressed this d the law <br /> enforcement presence makes difference. <br /> Quandt made a motion and Bredthauer seconded to authorize the county attorney to proceed <br /> with the resolution for the jake brakes and increase the fines. <br /> Hartman expressed concern that they may be wasting law enforcement's time. <br /> Lancaster noted that once the resolution is in place it will be up to the Sheriff to enforce it. <br /> Steve and Sarah have been working on this and once the resolution is changed then they can <br /> set the fines. <br /> County Attorney Marty Klein stated they could make it a Class 3 misdemeanor and have a <br /> range of up to $500.00 penalty. He stated he will have to talk to the judges to have a standard <br /> fine before the signs are ordered. <br /> Sheriff Conrad stated if the signs are on state highways the state will also have to approve this. <br /> 8. DISCUSSION & POSSIBLE ACTION ON DRAFT OF WHISTLEBLOWER/RETALIATION <br /> POLICY -A copy of the draft policy was included in the packets. Lancaster stated that Deputy <br /> County Attorney Sarah Carstensen wants to do additional review of the state and federal laws. <br /> Counties are different because of the elected and appointed department heads. She is asking if <br /> the county board wants to move forward with this. <br /> Peteson stated that he is comfortable with the wording but need to continue working on this. <br /> Bredthauer questioned if the Chair and the Vice Chair should be notified and if it should be 10 <br /> days. Lancaster noted that is a good point needs to be more than one person. <br /> Lancaster stated that this is a draft there is no action today. <br /> Hartman questioned what this means. There is a chain of command and that should be <br /> followed. <br /> Lancaster stated that there is no human resource department where employees can go. They <br /> need to go to the department head and follow the chain of command issues need to be put in <br /> writing and they need to follow the policy. <br /> Pam this is a draft no action today <br /> Richardson stated that is the process and she understand the concern it needs to be followed. <br /> Quandt noted that when it goes to the department head it has to be in writing and the <br /> department head will have the documentation.
