Water and Regulatory Conditions: <br /> Applicant will comply with Nebraska Department of Environment and Energy (NDEE) rules, <br /> regulations, and conditions. Applicant will provide copies of all construction and operating permits <br /> issued by NDEE to zoning officials for record within 30 days of receipt. Provide any additional <br /> NDEE and zoning documentation upon request. <br /> Applicant will follow all Federal, State, County, and local laws, codes, and regulations. <br /> Applicant shall contain all water that that falls within the compost facility and maintain separation of <br /> such water from waters leaving the site via natural water ways. <br /> Applicant shall maintain natural drainage to and from the site at pre-development quantity and in <br /> substantially the same location. <br /> General Operating Conditions: <br /> Applicant may operate the site and accept materials 7 days a week. <br /> Applicant will maintain the facility in a clean, neat, and orderly condition. <br /> Material Composition& Incorporation Conditions: <br /> Applicant shall limit composting to the Initial List of Components to be composted at the site for the <br /> first six months of operation to establish a baseline for odor control, fly control and traffic. Upon <br /> successful completion of the six month period and establishment of baseline expectations the <br /> applicant may add additional component by reporting the addition of those components to the zoning <br /> official and beginning a new six month control period to determine the impact on odor control, fly <br /> control and traffic generated. <br /> Initial list of components to be composted at the site. <br /> Nitrogen-Based Sources <br /> Paunch- must have blood, grease and meats virtually eliminated <br /> Grit- included with the paunch(a mixture of sand and manure from the kill floor) <br /> Waste Activated Sludge-residual, semi-solid material that is produced as a by-product during <br /> sewage treatment of industrial or municipal wastewater <br /> Bio Solids -the nutrient-rich organic materials resulting from the treatment of domestic <br /> sewage in a wastewater treatment <br /> Carbon-based sources <br /> Cornstalks or other forages <br /> wood chips <br /> grass clippings <br /> straw bedding material <br /> cardboard and paper <br /> Other Amendments <br /> Scrubber ash - ag lime mixed with sulfur from the power plant. <br /> Applicant will not store unincorporated animal material or similar components (for example, high <br /> nitrogen materials) on site for more than 48 hours. <br /> Applicant will only accept animal materials for which blood and fat/grease components have been <br /> separated and removed prior to delivery. <br />
