Peterson ask if Cairo and Hy-Vee new programs Casey sated they were not the county received <br /> C1 C2 dollars they were to look at other options and Casey said they were encouraged to start <br /> new programs so they started the program at Hy-Vee to provide evening and weekend meals <br /> and it has been successful. <br /> Quandt expressed concern that Regency is not getting meals. Casey stated they are getting <br /> meals. She stated that the meals were stopped at Regency because they could not evaluate <br /> the program. If there is a food program there are rules that have to be followed. <br /> Quandt expressed concern that the elderly are not getting meals and the meals were stopped in <br /> Hall County. That is why Hall County chose to give the dollars to Senior Citizens. <br /> Casey stated the food program dollars for Hall County has not decreased they have gone up. <br /> The food budgets are not going down. There other meal options for everyone. At Regency <br /> 19 are qualified to get the meals there is the voucher program and the senior center. <br /> Lancaster ask everyone to remain respectful. <br /> Lancaster expressed concern that Hy-Vee that is a for profit business and is receiving dollars. <br /> The county could use our own dollars to support the programs. The county is audited and <br /> would not need a federal audit. <br /> Casey there are other voucher programs and there is still a match from Hall County. <br /> Casey there is a similar program in Omaha and the state is aware of it. <br /> Richardson stated that she voted no on that motion because she wanted to wait until Casey was <br /> here. There are federal regulations and Senior Citizens is not a pass through agency. <br /> Bredthauer the $19,125.00 how did that number came about. If that number is lowered does it <br /> affect the amount. Casey stated she is not sure where that number came from and all of those <br /> dollars will come back to the county to support the programs. If that number is lowered the other <br /> services would be affected. Casey noted if the $19,000.00 was decreased there would not be <br /> funds to go to the Senior Citizens. These dollars and divided to all of the services in the county. <br /> Lancaster stated there is no set dollar amount for the match. The dollar amount does not <br /> matter. <br /> Richardson expressed concern that no other counties fight this process. There is a lot of <br /> miscommunication and it is best to have Casey here. She does not have a problem with Hy-Vee <br /> or Cairo getting the funds. <br /> These are federal regulations and there has to be a match. Do we continue at the $19,000 and <br /> then provide other dollars to Senior Citizens. <br /> Theresa stated they use the $19,000 for the utilities and to support the various services or the <br /> food bill. They can use it if their food budget if it is too high. They can pull dollars to cover the <br /> expenses and they use the dollars to balance the budget.
