Held a Board of Equalization meeting <br /> 9:26 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> Lancaster wished Karen Happy Birthday and noted the bagel toss at Stuhr and Ms. Smith from <br /> Stuhr Museum tossed a bagel to Karen. <br /> PUBLIC PARTICIPATION — Chair Lancaster called for public participation and no one <br /> responded. <br /> 4 9:30 A.M. DISCUSSION & POSSIBLE ACTION ON 19-20 BUDGET REQUEST FOR SENIOR <br /> CITIZENS INDUSTRIES — Lancaster noted that MAAA requested the $1.00 per person age 60 <br /> and older for the dues. But it was questioned that in the past there were also additional dollars <br /> paid to MAAA for other programs. Last year she requested to create a line item and fund it up <br /> to $70,000.00 to further support the programs at Senior Citizens. The intent was to provide the <br /> additional dollars to Senior Citizens when they needed it. <br /> Casey Muzik with MAAA stated that every county puts in matching dollars. The dues are $1.00 <br /> for every person that is age 60. MAAA is a pass through agency for the State and Federal <br /> dollars these dollars go back to the county to support the Senior Citizens Industries. Senior <br /> Citizens in not a pass through agency and if the dollars were to go directly to them it would <br /> increase the fiscal burden and it would create more work for both agencies. . <br /> Lancaster stated that these dollars are covering the needs in Hall County and Senior Citizens <br /> gave the board an accounting of how the dollars were used. She noted that the Older American <br /> Act dollars can also be volunteer hours or dollars or a combination of both. She noted that the <br /> volunteer hours from July 2018 to June 2019 were 8,833 hours with a value of$15.39 an hour. <br /> That would be a total of$135,939.87 the value at the Doniphan Center was $18,698.85 and at <br /> Wood River it was $5,278.77. It is important to do our share and the volunteer hours have been <br /> going on for years. <br /> Casey stated this does not have anything to do with the funding if the County chooses to give <br /> more or less the dollars come back to Hall County it is up to the county <br /> Richardson stated she voted no and she wanted to wait regarding hanging the funding and <br /> have Casey come and talk to the board these are federal regulations and Senior Citizens is not <br /> a pass through agency <br /> Casey stated that the $19,000.00 will all come back to the county on all of the services that are <br /> offered there are numerous programs in Hall County and the dollars all come back. <br /> Lancaster stated the amount of the match is up to the county the amount does not matter the <br /> county could assist in other ways. Casey stated that if the county increases or decrease it will <br /> affect the Senior Center <br /> Lancaster stated the money just in another line item. There is no formula the option to give <br /> more is there and the amount is an option. She stated that we have to have match dollars and <br /> want to continue at the $19,000 but want oversite over the dollars. <br /> Casey stated that is what they are doing with the $70,000. <br /> 3 <br />
