5 <br /> Lancaster stated this will go directly to Senior Citizens Industries there are only 2 out of 8 <br /> counties that run these program dollars for the enhanced programs. <br /> Hartman questioned how many people are on the payroll and Dana stated 35 to 37 but that <br /> includes transportation and there is 1 in Wood River and 1 in Doniphan and a part-time activities <br /> director, there is also kitchen help kitchen manager, janitor and 35% of Theresa salary is paid <br /> by transportation. <br /> Richardson made a motion to table this for 2 weeks for more information. She has concern that <br /> the board is changing the dollars. Discussion was held no second motion failed. <br /> Lancaster clarified what the service programs included. <br /> Hartman expressed concern on the fact that Doniphan and Wood River have been cut. Theresa <br /> explained that Doniphan and Wood River set their own programs. MAAA cut the budgets for <br /> Doniphan and Wood River. Lancaster stated they will make sure that they have the dollars they <br /> need. Dana discovered that there was an error on the food dollars and MAAA made an error on <br /> the food program calculation and they did provide the additional $20,000.00. Hartman ask if the <br /> $19.000.00 would stay here Lancaster stated that Senior Citizens prepares the food for <br /> Doniphan and Wood River. <br /> Richardson ask if there is an interlocal agreement that addresses the dollar amounts. <br /> Discussion on the agreement Sarah will check the agreement. <br /> 9.10:00 A.M. DISCUSSION REGARDING RESIDENCE WITH WATER PROBLEMS ON <br /> AIRPORT ROAD AND HWY 281 —Quandt noted that there are water problems on Airport Road <br /> and Hwy #281 and Eagle Scout Lake is high. <br /> Tom Hanson 3207 North Homestead Drive north of Grand Island on Airport Road and he is a <br /> member of the home owns association; there are 21 homes in the area. The issue is the <br /> ground water the Morris Creek project and CAAP is affecting their ground water and there is <br /> confusion who is responsible for the upkeep of the Morris Creek drainage ditch. Mr. Hanson <br /> went to the NRD they stated it is not their problem to take care of it. He also talked to the city <br /> with no resolution. They suggested a dewatering project to address the ground water and they <br /> pump 340 gallons a minute and are still not keeping up. He expressed concern on the lakes at <br /> CAAP and ask if they were lined. There wasn't a problem until the Morris Creek project went in <br /> it is full of vegetation and he questioned who is responsible for the maintenance. Mr. Hansen <br /> noted that there is a sign that states "In cooperation with Hall Merrick counties and the NRD" <br /> Don Smith had also addressed the county board regarding this issue and there were several <br /> people present that are part of the association. <br /> The City had installed dewatering wells but they were turned over to the home owner's <br /> association. No one downstream wants the water. Mr. Hanson noted that the NRD will not clear <br /> the brush out of the creek. It was suggested that the start a petition to have city sewer. <br /> Quandt questioned the outflow box at Eagle Scout Lake and it was noted there is also a pipe <br /> culvert to drain water. The ditch needs to be cleaned out. <br />
