11e) DISCUSSION REGARDING LETTER FROM FIRE MARSHALL - Mr. Humphrey received a <br /> letter from the Grand Island Fire Department regarding the Hall County Courthouse existing <br /> Code Violation and Mr. Hotz is here. It noted the existing egress standards in the court rooms. <br /> • The second floor has two means of egress and has adequate egress <br /> • The third floor only has 1 means of egress and the life safety code prohibits the use of a <br /> third floor unless there are two means of egress. The two largest court rooms are on the <br /> third floor <br /> • The last major issue is the issue with the stairway. The stairway connects three floor <br /> levels with the doors all propped open at all three levels and the stairwell also serves the <br /> elevator <br /> • It was noted that when a fire sprinkler system is initiated it does not set off all sprinkler <br /> heads it takes a significant amount of heat to activate a sprinkler head. <br /> • The attic area would have dry pipes because of freezing. <br /> • The letter also provided information on the historic buildings <br /> Discussion was held if the HAVAC installation would have triggered the fire suppression issue. <br /> Discussion was held during the renovations but it was not addressed at that time. The board <br /> chose not to do it at that time. <br /> The fire suppression system in the Courthouse would have to have its own water source. <br /> Discussion was held and it was decided to establish a short term committee to work on this <br /> issue. Gary Quandt, Karen Bredthauer and Jane Richardson will serve on this committee. <br /> 11. FACILITIES — a) DISCUSSION ON COURTHOUSE WINDOWS - Mr. Humphrey stated the <br /> window samples will be coming in next week and ask if the board wants to approve the sample <br /> window. Lancaster stated it would be a good idea to take a look at it. He also stated that there <br /> will need to be change orders on the windows because they will have to add a 1 1/2 inch strip on <br /> the window sides on every window. There may also be other change orders if the wood is <br /> rotted beside the windows. <br /> Quandt questioned how this was missed. <br /> Mr. Humphrey stated the windows have to be custom made they have sent pictures of the <br /> windows to the manufacturer. When the old ones are removed the wood may have to be <br /> replaced if it is rotted. He ask if the board wants a change order on each window or all together. <br /> The county will refinish the inside windows in house. He is asking how the board wants to <br /> handle this. There are a total of 77 windows. <br /> Hurst made a motion and Hartman seconded to keep track of the individual changes and make <br /> the change order the total. <br /> Quandt expressed concern that this is an open ended change order and ask if there would be a <br /> price on each window before doing it. <br /> The vote on the motion was taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson <br /> and Richardson all voted yes and none voted no. Motion carried. <br /> 6 <br />
