Lancaster noted that Hall County IT Department only has 3 employees and one employee is on <br /> military leave at times. There was discussion regarding overtime. Mr. Drudik noted they may <br /> not be able to continue to manage with this small staff. He also stated that it would take 2 <br /> people to replace Brandon. <br /> 9:30 A.M. BID OPENING FARM LEASE Quandt made a motion and Bredthauer seconded to <br /> open the bid for the South Locust farm lease. The bids were read. <br /> The highest bidder was Johnna Niedfeldt . <br /> Discussion was held and Mr. Hartman requested to review the bids. He stated you need to be <br /> sure we do not have the same problem <br /> Deputy County Attorney Sarah Carstensen stated the county does not have a reason not to take <br /> the highest bidder. <br /> Mr. Peterson stated that the county was getting $10,700.00 <br /> The board will address the bids later. <br /> 13A) DISCUSS & TAKE ACTION ON TRACY OVERSTREET/ ELECTION COMMISSIONER <br /> CONTINUING EDUCATION OPPORTUNITY (LANCASTER) <br /> B) ELECTION COMMISSIONER - UPDATE ON LEGISLATIVE ISSUES <br /> Election Commissioner Tracey Overstreet received a letter from the state encouraging her to <br /> participate in some continuing education. The Secretary of State stated that Tracey is extremely <br /> qualified and encourage attending. She stated that this is a great honor and there are only 2 <br /> others from the Secretary of State office that will attend. <br /> The classes will be through Auburn University College program and have been offered to <br /> election people across the nation. She stated that Dave Shively have attended these classes <br /> and encourage her to attend. <br /> Tracey stated that the classes would be $3,200.00 for 3 years and there is a $369.00 <br /> registration fee. The county membership is $200.00 a year. She stated that she would like to <br /> complete 7 of the 12 courses the first year. She also noted she has family member in Denver <br /> so she could stay with her. <br /> Trace stated that there is a lot going on in 2020 and she has a great working relationship with <br /> the Secretary of States office. <br /> Quandt made a motion and Hartman seconded to authorize Tracy Overstreet to addend the <br /> educational courses and the fee will be paid by Hall County. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Jefferies all voted yes and none voted no. Motion carried. <br /> Peterson ask if it would start this fiscal year and Tracey stated that it would so she would need <br /> some additional funding for the current budget. She also stated that she had requested <br /> additional dollars because of the increased cost of elections last year. She stated that Sarah <br /> Carstensen and her are reviewing the contract with ES&S and noted that Hall County paid some <br /> of the fees in advance so they are prepaid for 4 years. She noted that Hall County was the only <br /> county to receive a new ballot county machine in 2015. The contract stated that the state would <br /> 4 <br />
