roads is causing problems it brings up the water. They are seeing damage from the flooding <br /> soft base grades and hard wet winter. There are 8 miles of road that they are trying to get open. <br /> Hartman questioned if the new hospital is causing problems on Cedar Hollow he also noted the <br /> issue with the viaduct at Wood River may have to hire someone to do some of the work <br /> Steve stated they have talked to some companies and they are busy and the big contractors <br /> stated the County would have to have the prep work done and then they would come in and <br /> overlay. Steve stated they are using crushed rock or gravel where they can. Hartman <br /> questioned about taking Friday off when there are so many road issue. This is their summer <br /> schedule and Steve stated that they have discussed this issue and considering recruiting <br /> groups to do the additional work. Steve said they still have to look at what they can do with the <br /> budget restrictions. He knows they will to use the asphalt resurfacing dollars to do the patching. <br /> They have to determine how many miles and decide what they can get done. They have spent <br /> $24,000.00 for crushed rock. Have to have discussion if they leave all of these road asphalt. <br /> The will have to put together how many miles. May have to patch some and try and make it <br /> through. <br /> Lancaster questioned if Hartman was talking about overtime and Hartman stated he is. Steve <br /> stated they will have to find the dollars. Comp time can be a double edged sword. <br /> Steve stated there are issues on the following roads Airport Road, Engleman Road, Schimmer <br /> Road, Webb Road, Meadow Lane Subdivision, Cedar Hollow, Potash Road, Gunbarrel Road, <br /> and North Road, <br /> Bredthauer also noted that the department will be working the summer hours of 4 10 hour days. <br /> Steve stated they started this week. She said the frost is out of the ground and it is starting to <br /> dry out. She also ask if someone is going to check the bridges and expressed concern on the <br /> county's liability. <br /> Steve stated he checked with the Department of Roads and they may not be able to do this. He <br /> has some employees that are inspecting some of the bridges and the culverts. Some of the <br /> culverts have been undermined and they are working to identify them. He thinks they can do it <br /> themselves. <br /> C) UPDATE ON THE FEMA PUBLIC ASSISTANCE PROGRAM — Steve stated that there is <br /> $2.3 million on road repair and $700,000.00 to $900,000.00 for repairs to the asphalt roads. <br /> He is putting all the information into the Orion software for FEMA that Jon Rosenlund uses and <br /> they are also putting it in the road and bridge software. His employees have been using comp <br /> time and it can be a two edge sword will have to use it in the next 2 months. Now FEMA will <br /> reimburse for comp time. They had a conference call with NEMA and there will be a briefing <br /> regarding the public assistance program. FEMA is still accepting application for public <br /> assistance from other counties. Steve stated that threshold is $211,000.00 once you reach that <br /> amount they are eligible. The reimbursement is 75% from FEMA and 13% from NEMA, and <br /> 12% for local, this is for the roads. Karen noted this is for cities counties, NRD, public power <br /> district, irrigation districts and other nonprofit entities, but it is a 3 or 4 year process for the <br /> reimbursements. <br /> Lancaster stated they have discussed loaning money to ourselves and then reimburse the <br /> county. This is what is used for the disaster fund. Have to keep records. <br /> 10 <br />
