13 DISCUSSION & POSSIBLE ACTION REGARDING THE INTERLOCAL AGREEMENT WITH <br /> THE CITY OF GRAND ISLAND & COUNTY OF HALL FOR PUBLIC TRANSPORTATION <br /> SERVICES. — Charley Falmlen Department manager with Crane transportation was present this <br /> is the agreement for the 5307 funding for the city public transportation. The contract was <br /> awarded to Senior Citizen Industries for the urban transportation. <br /> Quandt made a motion and Bredthauer seconded to approve the interlocal agreement with the <br /> City of Grand Island and County of Hall for public transportation. Bredthauer, Hartman, Hurst, <br /> Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion carried. <br /> CONTINUED DISCUSSION ON THE SKID STEER - Steve stated he is working through the bid <br /> specifications and addressing the size of the machine and new or used with 500 hours or less <br /> and the hydraulic capacity. He is proposing to purchase 2 machines. Discussion was held on <br /> renting or leasing the machines. Steve stated they do a lot of crack sealing and patching to <br /> maintain the roads and the track loaders are used together. He is going down from 3 to 2 <br /> machines. <br /> Bredthauer questioned the weight of the machines and all the various options. She questioned <br /> the spec sheet. She also questioned the type of track. She wants to see a generic machine. <br /> She questioned if they should wait 2 weeks because she would like to see the completed specs. <br /> Steve stated he understands he is to bid a generic machine He is only asking for air <br /> conditioning but it will be a generic machine. She would like to see the completed <br /> specifications. <br /> Hartman stated that Steve knows what he is to ask for in the specs and they do not need to <br /> wait. The only thing he thinks it is an extra is heat and air conditioning. Steve stated he has had <br /> people stopping in the office for the specs. It is a compact track loader. <br /> Lancaster in general it is important to have the bid specs and have him explain them. Also <br /> standard may include a number of things and what options could be added. <br /> Steve stated standard is important and he is addressing a basic skid steer and to purchase 2 <br /> machines. He can e mail the specs out. Steve stated he will bid a generic unit. <br /> Quandt are we going to buy 2 Hartman stated buy 2 machines. <br /> Lancaster ask about the bituminous surfacing dollars and what kind of dollars will be needed for <br /> the roads and where will the additional dollars come from. She will work with Stacey on the <br /> budget process. <br /> Hartman made a motion and Bredthauer seconded to set the bid opening for 2 compact track <br /> loaders for April 30, 2019 at 9:30 a.m. with bids due April 29, 2019 at 5:00 p.m. Bredthauer, <br /> Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. <br /> Motion carried. <br /> B) UPDATE ON PROGRESS REPAIRING ROADS — Steve stated that are using the "Cone <br /> Zone" application and updates and the GIS app that shows the roads that are closed and now <br /> opened. Everyone in the county as at least one way in and out and they are addressing access <br /> to the fields. Military Road has one lane open but there are still some roads that are closed. <br /> Gunbarrel between Stolley Park and Highway 34 but they cannot keep people off of the roads <br /> they are putting crushed rock in some locations. Sometimes even the maintenance on the <br /> 9 <br />
