DISCUSS & APPROVE TERMINATING THE CONTRACT WITH ARAMARK FOR INMATE <br /> FOOD SERVICE AT THE DEPARTMENT OF CORRECTIONS & PREPARE TO ADVERTISE <br /> FOR BIDS - Corrections Director Todd Bahensky stated that he is requesting to go out for bids <br /> for the food service at the jail. Aramark has been the provider since 2008 and it is time to open <br /> it up for bids. There have been some issues with the staffing and the quality of the meals. They <br /> also want to keep the costs down. The agreement expires at the end of the fiscal year. <br /> Quandt made a motion and Hartman seconded to terminate the contract with Aramark and go <br /> out for bids. Bredthauer, Hartman, Hurst, Lancaster, Quandt and Peterson all voted yes and <br /> none voted no. Richardson was absent. Motion carried. <br /> Quandt ask how the fence was going. They are waiting for the gate and are running the wiring <br /> for the electric gate. It is moving forward. There will be some work required to install the <br /> cameras and the controls once the new camera system is installed. <br /> 14. DISCUSSION & POSSIBLE ACTION ON THE MANAGEMENT OF CONDITIONAL USE <br /> PERMITS & ZONING PERMITS - Bredthauer stated that she would like to see the conditional <br /> use permits, zoning and the duties of the building inspector under one roof. She has had <br /> contractors question why these are not altogether. <br /> Bredthauer made a motion and Quandt seconded to transfer the duties for the conditional use <br /> permits and zoning to the building inspector. He would be paid $150.00 a month and the <br /> secretary would be paid an additional $50.00 a month. <br /> Peterson stated that this is the first time he has heard anything about this issue and does not <br /> have any information. He questioned if this is a prudent decision. He stated he does not know <br /> the issues on the conditional use permits and said it would make sense to do this at budget <br /> time. <br /> Lancaster stated that in the past it was under the building inspector and it was decided that <br /> there was not a need and tried to save money so the department was discontinued. The <br /> villages ask the county to reconsider this decision. Greg Cramer came to the board and <br /> proposed that the village could contribute dollars to help with the cost. They spent 2 years <br /> working out all of the details with them moved forward with the interlocal agreements with all of <br /> the villages. It was also decided that at the end of the year they would look at the revenue <br /> received and compare the costs to run the office and would base the costs on a 60% 30% split. <br /> Zoning is a large part of the permitting process and that is done by the building inspector. This <br /> would be an easy transition. <br /> Mr. Humphrey stated that is interesting that this is coming from the mayors because the <br /> conditional use permits are all out in the county and they would not have jurisdiction. He stated <br /> that they have the experience and understand the process they have the process set up, have <br /> done the research on the owners and with the towers it has been a challenge to keep up with <br /> the owners. They have not had any complaints and he would like to continue doing this. <br /> Bredthauer stated she wants to make it simple for the contractors to come to one place. She <br /> also stated that Alan had done the conditional use permits in another county. <br /> 11 <br />
