Deputy County Attorney Sarah Carstensen stated that she has been working with Rob
regarding the proper method to sell this property. They contacted Deanne Heffner with the
State Auditor's office regarding this issue and because there is a separate Weed Fund and
there is surplus property sold the revenue has to go back into the Weed fund. If another
department was to request to secure any of the equipment or property they would have to
determine a fair price and purchase the equipment. If these are items that were not budgeted
for they could wait until the next fiscal year to budget the dollars and purchase the equipment.
Bredthauer stated she would like to see the sprayer sold as soon as possible and suggested the
first part of May because that is when there would be the highest demand.
12B NOXIOUS & INVASIVE WEED PRESENTATION ADDED - Mr. Schultz gave a power point
presentation regarding the noxious and invasive weeds. He showed various areas in the county
where they have found various problems and addressed them. He noted that there is a check
list that is used to determine if a plant is a noxious or invasive weed. The presentation showed
the entire current 12 invasive and noxious weed and the primary locations of them. The
phragmities is a huge issue in the river beds and they are addressing that issue the loosestrife
leafy spluge, musk thistle and salt cedar are also problems.
Quandt ask if rob had talked to Hamilton County and Rob stated he sent them the information
but has not heard back. Quandt noted the interlocal agreements are good for all parties.
Chair Lancaster called for a short break. Held a quick break.
FACILITIES UPDATE —A) DISCUSSION & POSSIBLE ACTION ON INFORMAL SEALED
BIDS FOR REMOVAL/REPLACEMENT OF CARPET FOR COUNTY CLERK'S OFFICE
Mr. Humphrey had a bid come in late and the board approved to accept the bid at the last
meeting. The low bid is from Peter Wood Homes & Floors the total bid for the carpet was
$4,302.24 and the installation was $2,422.00. It was questioned why the labor is billed
separately. The carpet layer work for separate companies so hard to separate the carpet and
installation. Then if there are any issues they can just work with one place.
Quandt made a motion and Hartman seconded to accept the low bid from Peter Wood Homes
and Floor for $6,724.24 for the carpet and installation. Bredthauer, Hartman, Hurst, Lancaster,
Quandt and Peterson all voted yes and none voted no. Richardson was absent. Motion
carried.
Quandt questioned if the water fountain in the Veterans Office has been installed. Loran stated
that they will purchase it and will be moving the current fountain and installing the new one in 2
weeks. He will bring back the total cost at the next board meeting.
Mr. Humphrey stated that there will be a power shutdown at the Administration Building on
Arbor Day for the installation of the generator when the building is not open. The City is also
needs to change a transformer.
He also stated that they have completed the security system at the Courthouse it is completed
and his staff is finished with project.
Lancaster stated that at the last meeting they tried to move all of the executive sessions to the
end of the meeting and that did not work well. If there is an executive session for Board of
10
