10:20 a.m. Quandt made a motion and Karen seconded to close the public hearing. <br /> Bredthauer, Hartman, Hurst, Lancaster, Quandt and Peterson all voted yes and none voted no. <br /> Richardson was absent. Motion carried <br /> 5 DISCUSSION & POSSIBLE ACTION ON LEASING THE LAND — Hartman made a motion <br /> and Quandt seconded to lease the land at CAAP. This bid opening will be on April 2, 2019 at <br /> 9:30 a.m. Bredthauer, Hartman, Hurst, Lancaster, Quandt and Peterson all voted yes and none <br /> voted no. Richardson was absent. Motion carried <br /> 6B) DISCUSSION & POSSIBLE ACTION ON SAUSA CONTRACT - County Attorney Marty <br /> Klein stated that he talked to Mr. Kelly the Nebraska United States Attorney about the concerns <br /> about the classification of the proposed employee as the US Attorney. They do not believe it is <br /> an issue and also offered to go back to the same arrangement that the County originally had <br /> and they are proposing about $72,839.00 for the salary. He stated that they would budget for <br /> family insurance coverage at about $25,000.00. This would be at about a step one on the salary <br /> scale and he is not sure if an attorney would agree to stay on step #1. Marty stated he fully <br /> supports this position but there would be cost to the county. Mr. Kelly stated he would come <br /> back to the board. <br /> Quandt ask if it could be at 80% for the US Attorney position and 20% for the County. Marty <br /> stated he would be surprised if they would agree to that. <br /> Mr. Hurst stated free isn't free this is a decision that the board would have to make. He is not <br /> against this but can we afford it. <br /> Hartman expressed concern on the number of court appointed attorneys that we hire. He also <br /> noted that the public defender can limit the cases that they can take but the County Attorney <br /> cannot. <br /> Mr. Klein stated that he has talked to his colleague's and there is only one person to address <br /> these cases. The US Attorneys can impose longer sentences on these cases and Hall County <br /> could be impacted because they will prosecute here instead of US District Court. There are <br /> benefits to prosecute at the Federal level. <br /> The Board Thanked Mr. Klein for the information. <br /> 13C) DISCUSS AND POSSIBLE ACTION REGARDING SYCAMORE TREE PETITION - Terry <br /> Slips, 1903 Stolley Park Circle would like to express her thoughts on the sycamore tree. She <br /> stated that she looked at the tree and the sidewalk. This is a new sidewalk and there is no <br /> evidence of buckling at this time. Mr. Quandt had concerns about the future and that is a <br /> consideration but the engineer could have accommodated that. Why pay a contractor to cut <br /> down a healthy tree. Grand Island has tree problems with the pine blight and it costs to keep a <br /> tree alive a diseased tree is one thing but please reconsider saving this tree. She would also <br /> like to address the issue of placing a bench for the smokers. Is there a law prohibiting smoking <br /> put up a sign no smoking within 15 feet of a building. To spend $1,500.00 to remove a healthy <br /> tree on the off chance that the sidewalk may buckle in the future is frivolous. With a new <br /> sidewalk it should have been addressed when it was installed. <br /> Peterson complimented Marla in the fact that she was willing to take on this petition project. One <br /> of the things he has observed there is reluctance on the part of employees and elected official to <br /> voice their opinions. We need to have an open minds to listen we need to develop this type of <br /> 5 <br />
