Bredthauer suggested putting the equipment on Big Iron.
Quandt noted that there is good equipment and they could offer it to other departments. Steve
stated they always do offer it to the departments.
Hartman noted that they have 3 trucks. Rob stated one is the pasture spraying truck, the road
spraying truck and the inspection pickup. He suggested getting rid of another truck. Rob will
move forward with the surplus items and come back with more information on the trucks. He
also asks about the interlocal agreement with Hamilton County.
Rob stated that he sent them an interlocal agreement and has not heard back from them.
10:30 a.m. Held a board of corrections meeting
10:36 p.m. Recessed the board of corrections meeting
COUNTY ATTORNEY C) DISCUSSION & POSSIBLE ACTION TO CHANGE RESOLUTION
#19-020 FOR AMERICAN TOWERS Deputy County Attorney Sarah Carstensen stated that she
will come back in 2 weeks with this.
d) DISCUSSION & POSSIBLE ACTION ON THE SAUSA GRANT ADMINISTRATION
REQUEST - County Attorney Marty Klein is asking for no action on this at this time. He
supports getting an attorney for the TASC force but they need to make sure that they are
properly classified so Hall County is not responsible for the salary and benefits.
He stated that Pam Bourne is an amazing resource when they contacted the NIRMA hot line
regarding the status of the position. It is helpful to have an attorney in that roll but has concerns
that they would be an employee not a general contractor. There is an IRS check list and if the
position doesn't meet the guidelines there could be fines and penalties. They also indicated in
the proposed agreement that there would be an additional $20,000.00 for benefits. They need
to consider how the employee is treated and Ms. Bourne has concern on the misclassification.
Marty stated that he would like the opportunity to address these concerns and Ms. Bourne has
also expressed concern. He does not want to take action today and would like to have Mr.
Kelley come back to the board.
Quandt made a motion and Hartman seconded to table this until a later date. Bredthauer,
Hartman, Hurst, Lancaster, Peterson, Quandt and Richardson all voted yes and none voted no.
Motion carried.
Marty stated he would like to have Ms. Bourne send something in writing or ask them to
increase the funding to cover the cost.
4c) COUNTY ATTORNEY MARTY KLEIN - UPDATE AND DISCUSSION ON COUNTY
ATTORNEY STAFFING — County Attorney Marty Klein stated he wanted to update the board on
his staff. They had an investigator position that they have not filled and they have not added
staff for some time. He discussed this with Bunny and Sarah and they feel that they need to
have a staff person instead of an investigator. He has 2 felony attorneys and Gail VerMas was
a 15 year seasoned and she has retired also Tara Nagel was in the office 7 or 8 years and she
has moved. If he hires an attorney at base level they will not have the experience so he may
6
