H) DISCUSSION & POSSIBLE ACTION ON PARKING AT THE FEDERAL BUILDING <br /> Mr. Humphrey stated that the child support staff has complained that clientele from the adjoining <br /> building have been using the west parking stalls, so the clients for the child support have to park <br /> further away. He needs permission to place signs that this is for child support parking only. <br /> Quandt made a motion and Richardson seconded to authorize Mr. Humphrey to place the <br /> proper signage. Bredthauer, Hartman, Hurst, Lancaster, Peterson, Quandt and Richardson all <br /> voted yes and none voted no. Motion carried. <br /> I)DISCUSSION & POSSIBLE ACTION ON DOG OWNERS FROM THE YANCEY ALLOWING <br /> THEM TO USE THE GRASS AREAS AROUND THE FEDERAL BUILDING SO DOGS CAN <br /> RELIEVE THEMSELVES The employees at the Child Support office have witnessed residents <br /> from the Yancey bring their dogs over to the grass area in front of the building to relieve <br /> themselves and not cleaning up after the dogs. Loran talked to City Hall and there is a city code <br /> regarding this. He is requesting to put up a sign. <br /> Richardson stated that they need the signs and it may minimize the problems. Loran stated <br /> they have signs at the park and they made PVC containers for the waste bags for people to use. <br /> Quandt made a motion and Bredthauer seconded to authorize Mr. Humphrey to put up proper <br /> signage regarding the issue with the dogs. Bredthauer, Hartman, Hurst, Lancaster, Peterson, <br /> Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> BID OPENING ON INTERIOR STEP RENOVATIONS — Mr. Humphrey stated he talked to the <br /> architect and he was surprised the bid came in so high but recently bids have been coming in <br /> higher. This bid is from the contractor that did previous projects at the Courthouse and they are <br /> used to working there. This bid is good for 30 days so he will bring it back in 2 weeks. <br /> Mr. Peterson questioned if the cost is related because of the material and asks if there is other <br /> material that could be used. Mr. Humphrey stated he discussed this with the preservation office <br /> and the only other material was granite. The biggest problem is that they have to work at night, <br /> set up, cover everything with plastic and then clean up in the morning. Granite I heave and it <br /> will take some time. <br /> Bredthauer sated they need to look at it she suggested to remove what is worn. There was only <br /> one bid for this. <br /> Quandt made a motion and Bredthauer seconded to delay this for 2 weeks. <br /> Hartman suggested putting it out for bids again. Loran stated that the price is out there and they <br /> would not bid again. <br /> Lancaster suggested looking at the condition and the cost. <br /> The vote on the motion to delay was taken. Bredthauer, Hartman, Hurst, Lancaster, Peterson, <br /> Quandt and Richardson all voted yes and none voted no. Motion carried. <br /> 12. DISCUSSION AND POSSIBLE ACTION CONCERNING PERSONNEL AT SHERIFF'S <br /> OFFICE — Sheriff Conrad stated that he recently offered a patrol specialist a deputy position and <br /> he would to make a full time position two part-time positions. The paper server would be at <br /> $16.43 an hour with no benefits at 20 hours a week. The part-time certified officer are in the <br /> 12 <br />
