C DISCUSSION & POSSIBLE ACTION ON OLD HEALTH DEPARTMENT BUILDING Quandt stated that for the past 15 years this building has just been used for storage and it collecting junk. We pay heat and electricity on it and it does not make sense to do that. The county needs additional parking space because we lost 8 parking stalls with the new parking lot. He would like to clean the building out and make tear down the building for additional parking. Mr. Humphrey stated there are files that the County Attorney has stored there that are secured and confidential. He also stores cleaning supplies, ice melt and building materials, light fixtures and electrical supplies there. Quandt made a motion and Bredthauer seconded to authorize Mr. Humphrey to empty out the Health Department building in the next 30 days. Richardson questioned if this is the only item this agenda item is addressing? She thought it was cleaned out. Mr. Humphrey stated that a lot was moved out and more was moved back in when the extension office disposed of their old furniture. He questioned what direction they should go. They need a secure place for files. There are also some antiquate doors and trim from the Courthouse remodel. He also stated that there are some old building inspector papers in there. He stated that it may take more than 30 days to clean it out. Richardson expressed concern that if it is used for storage you need to address where to put all of it. Hurst stated not to put a 30 day limit just that they need to move in the direction to clean it out. Peterson also stated that 30 day may be too soon he suggested that Doone come back with a plan on what is in there and what they can do with it. It may not be necessary to save old doors and excess material. He suggested allowing 60 or 90 days and coming back with a plan. Gary amended the motion to allow 60 days to empty out the building and come back with a plan in two weeks. Karen seconded the change in the motion. Richardson suggested waiting until summer to address raising the building. Quandt stated that his intent is to have the building raised. Parking is a premium we need all the additional parking space we can get it would be a benefit to the city and the county. There is a possibility that they may not have to have the 10 foot set back. Once you get into summer Building and grounds will have to address issue at the park and may not have the time to do this. Discussion was held on storage space for files and it was noted there is space in the annex to place files. Hartman suggested the basement of the federal building. He stated that if you don't do something you will have to spend some money on the building. The vote on the motion to clean out the building in 60 days and come back with a plan was taken. Bredthauer, Hartman, Hurst, Lancaster, Peterson, Quandt Richardson all voted yes and Richardson voted no. Motion carried. 10
