Richardson stated she is not part of the union negotiations and noted that TERC is a good <br /> example. People have certain areas of expertise. <br /> Quandt thanked Sheriff Conrad regarding the issue on the railroad he contacted everyone and <br /> met to discuss the issue. <br /> 18 DISCUSS & TAKE ACTION REGARDING CAIRO VOLUNTEER FIRE DEPARTMENT'S <br /> PURCHASE OF A FIRST RESPONDER VEHICLE Hartman noted that the county had keno <br /> dollars that were used for community betterment and it had been used to pave some roads help <br /> mon profits and small towns. He noted that the CVB contributed $50,000.00 to the stadium. <br /> Cairo Fire District is raising money for a first responder unit and he would like to give <br /> $25,000.00 to Cairo to help them out. <br /> Hartman made a motion and Quandt seconded to contribute $25,000.00 to Cairo Fire <br /> Department for a first responder vehicle. <br /> Lancaster noted that the CB dollars cannot be used for this. Discussion was held on what fund <br /> should be used. <br /> Quandt noted that this would be seed money for Cairo. <br /> Mr. Peterson questioned how many other fire departments there are and there are 5. <br /> Keno is for community betterment and they need to be aware they may need to do it for all other <br /> rural fire departments. They all need to be treated the same. <br /> Richardson stated she agrees would like to know what funds will be used. Discussion was held <br /> and this information will be brought back to the board. <br /> The vote on the motion was taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson <br /> and all voted yes and none voted no. Richardson abstained. Motion carried. <br /> 19 DISCUSS AND TAKE ACTION REGARDING THE COUNTY OWNED LAND AT THE ARMY <br /> AMMUNITION PLANT—This property was purchased by the county and set aside for the <br /> intended use to build a new public works building. The county planted alfalfa on the 15 acres. <br /> Then in April 2018 the committee told the public works department to go out for informal bids to <br /> harvest the alfalfa. There was some confusion on the process. The county attorney was asked <br /> what the legal process for this should be. Sarah Carstensen stated that this would be similar to <br /> the farm lease. They would hold a public hearing for consideration for the use of the land and <br /> then accept bids. <br /> Bredthauer read the minutes of the public works committee and they did not know this would be <br /> a lease. Discussion was held and Lancaster ask Karen and Dick to work on the process Pam <br /> said she will also work on this. <br /> Quandt ask if they needed to let the person know if was a one year bid and they need to send <br /> formal notice. Mr. Riehle stated that this was only for one year. <br /> Quandt made a motion and Hurst seconded to send a letter to the farmer that this will be put out <br /> for bids. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Peterson and Richardson and all <br /> voted yes and none voted no. <br /> 15 <br />
