BID OPENING FOR FACILITIES — Mr. Humphrey reviewed the informal bids for the window for
the plaza building and he is recommending awarding the bid to Island Glass for $6,690.00
Quandt made a motion and Hartman seconded to award the bid to Island Glass $6,990.00.
Bredthauer, Hartman, Hurst, Lancaster, Quandt and Richardson all voted yes and none voted
no. Motion carried.
Discussion was held to pull item 13 Lancaster withdrew this item. .
14. DISCUSSION &ACTION CONCERNING ADDITIONAL INFORMATION ON MILEAGE
CLAIMS FOR BOARD MEMBERS - Richardson referred to a couple of claims that were
approved in January for supervisors. It referenced visit with senators and visit with the
governor. She noted that last fall all supervisors were to be able to use $750.00 each for
educational classes and conventions. If it is NACO training it is obvious what you are doing.
She stated she would just like to see some clarification on the claim.
Lancaster noted that if the board wants a policy they could do so. She noted that there have
been times in the past when they would testify on bills or work with the legislature on issues.
Richardson stated that she would not discourage this at all but would just like some clarification
on what is being discussed Lancaster noted that meeting face to face is a good way to do
business. If the $750.00 runs out then it is gone and if you want a policy they could put one
together. Richardson stated she does not discourage these relationships. She attended the
NACO sponsored trip to DC and was an excellent experience. There could just be a simple
report to the board members or put on the claim form. .
15. UPDATE & POSSIBLE ACTION REGARDING SICK LEAVE ISSUE - Mr. Peterson thanked
Marla for help regarding the information from the corrections, FOP and other policies some were
different but it was helpful good history. He read the recommendation from Pam Bourne. He
thanked Marty and Rick for their service and stated this is not a reflection on them it is a
determination for future employees regarding the sick leave accumulation.
Peterson made a motion and Richardson seconded to deny the sick leave payment for Marty
Klein and Rick Conrad.
Richardson noted that this was difficult but she appreciated the process. Bredthauer, Hartman,
Hurst, Lancaster, Quandt, Peterson and Richardson all voted yes and none voted no. Motion
carried.
16 SHERIFF CONRAD - DISCUSSION & POSSIBLE ACTION REGARDING LEGAL
COUNSEL FOR UNION NEGOTIATIONS Sheriff Conrad noted this is a board decision
regarding the negotiations but he would like some consideration to allow Sarah to help with the
negotiations. He is working to rebuild some trust between administration and the deputies and
ask if they would consider allowing Marty and Sarah and himself to assist in the negotiations.
Lancaster noted that she talked to Sheriff Conrad and Sarah would like to sit in on the
negotiations. It is in the best interest of the county to have a seasoned legal counsel and have
Sarah attend and have the other attorney serve as a mentor. They have used the county
attorney's office in the past. They could save a lot of dollars. Sheriff Conrad stated he is good
with whatever the board choses to do.
14
