Mr. Humphrey was present there are 6 small widows that need to be replaced because of age. <br /> This project is on the 1 & 6 year program and they have $8,000.00 budgeted for the project. . <br /> The following bids were received. <br /> BIDDER TOTAL BID <br /> Island Glass $6,990.00 <br /> State Glass $7,855.00 <br /> Pella Windows & Doors $8,726.00 <br /> Quandt made a motion and Richardson seconded to accept the informal bids and <br /> Refer them to Mr. Humphrey and come back with a recommendation today. Bredthauer, <br /> Hartman, Hurst, Lancaster, Quandt and Richardson all voted yes and none voted no. Motion <br /> carried. <br /> c)DISCUSSION AND POSSIBLE ACTION REGARDING PARKING DISTRICT#3 AND <br /> AUTHORIZE THE CHAIR TO SIGN NOTICE OF ASSESSMENT—Wednesday January 30, <br /> 2019 Marla Conley, Sarah Carstensen, Doone Humphrey , City Attorney Jerry Janulewicz and <br /> assistant Finance Director William Clingman met to discuss the County properties included in <br /> Parking district#3. This is an assessment calculated at .362 cents per square foot of the <br /> buildings minus $10.00 per parking space credit. <br /> Mr. Humphrey provided a spread sheet showing the county buildings; address total square <br /> footage the amount that would be due annually less the $10.00 credit per space and the total <br /> amount that would be due annually. This is an assessment so the county would not be exempt. <br /> This is for maintenance of parking and this is to make it equalized for all properties. <br /> Discussion was held. Richardson noted that we do the parking maintenance on our own <br /> properties. Quandt noted that the county did not have to pay in the past. Lancaster noted that <br /> the county is responsible for collecting all the taxes and the assessment for the city and other <br /> entities. County Attorney Sarah Carstensen explained that the rate was estimated based on a <br /> target dollar amount. She also questioned if we could combine the total bill and deduct the total <br /> number of spaces but Mr. Janulewicz explained that it was parcel specific. Mr. Riehle noted <br /> that the Downtown Improvement Board did the same thing. <br /> Peterson made a motion and Richardson seconded to authorize the Chair to sign the notice of <br /> assessments for Parking District#3. Bredthauer, Hurst, Lancaster, Quandt and Richardson all <br /> voted yes and Hartman voted no. Motion carried. <br /> d) INFORMATION REGARDING CONDITIONAL USE PERMIT RENEWALS — Mr. Humphrey <br /> provided a list of the conditional use permits including the name of the facility the purpose, <br /> location, issue date and expiration date. He ask if the board members had any questions. <br /> Bredthauer questioned if it is difficult to contact individuals. Mr. Humphrey noted that now all of <br /> the towers are owned by American Towers so it will be easier to contact them. <br /> INFORMATION REGARDING 1 & 6 YEAR PLAN FOR FACILITIES Mr. Humphrey provided a <br /> spread sheet of the 1 & 6 year plan the plan is updated annually and they try to anticipate future <br /> needs. He noted line item 5-0243 the Judges driveway replacement the concrete has broken <br /> up with time and is ne need of replacement. At the same time this is started the tunnel that is <br /> 10 <br />
