11:18 a.m. adjourned the Board of Corrections meeting <br /> 10 PUBLIC WORKS —A) DISCUSSION & CONSIDERATION OF CONTINUATION OF FALL <br /> 2018 RESURFACING CONTRACT INTO SUMMER 2019— Mr. Riehle stated that the board <br /> received an update on the resurfacing work on Wood River Road on January 22. They <br /> discussed the additional grinding to make the road smooth and conform to the specifications <br /> and if the county board wanted to take formal action to allow J.I.L to finished the remainder of <br /> the contract. Representatives from J.I.L were present at the meeting and stated they would like <br /> the opportunity to finish the contract. Mr. Riehle stated that the grinding machine that was used <br /> is too small and they are looking for a diamond grinding machine to do the additional grinding. <br /> There was no action taken on that meeting to allow the completion of the rest of the contract so <br /> it was placed on the February 5 meeting agenda. $103,699.58 was retained from J.I.L for the <br /> Wood River resurfacing. The remaining contracts include <br /> • $459,788.60 for resurfacing work on One-R Road east of NE Highway 11 for 4 miles <br /> • $31,506.00 for resurfacing work on Hillside Drive east of NE Highway 11 for 1/2 mile <br /> Discussion was held on the Cairo project and Cairo is in the process of hauling 800 loads of <br /> clay to line a lagoon and they would like to wait until that has been completed before the work is <br /> done on the road. Mr. Riehle stated that they could do that and it would be completed in the <br /> next budget year. <br /> Quandt suggested that the Cairo project could be pushed back until the Wood River Road is <br /> acceptable. We have to make sure the first half is right before the Cairo project is started. <br /> Quandt made a motion and Peterson seconded to wait on the Cairo project until the Wood River <br /> project meets the specifications. <br /> Mr. Riehle noted that if J.I.L has a back log of projects this could affect Hall County by a week or <br /> two but it would still be done in the summer. <br /> Bredthauer expressed concern that if we have a good spring she does not want to hold the <br /> projects up. Discussion was held and they will need to coordinate with the mayor of Cairo when <br /> they want to start that project. <br /> The vote on the motion was taken. Bredthauer, Hartman, Hurst, Lancaster, Quandt Peterson <br /> and Richardson all voted yes and none voted no. Motion carried. <br /> 10B) DISCUSSION & CONSIDERATION OF APPROVAL OF INTERLOCAL AGREEMENT <br /> WITH CITY OF GRAND ISLAND FOR RESURFACING ON AIRPORT ROAD— Mr. Riehle <br /> stated that the county has 184 miles of paved roads and around 10 miles of asphalt roads <br /> should be resurfaced each year. They generally use $50,000.00 per mile as an estimate of the <br /> cost for a 1 inch overlay and some may need 3 to 3 'h of asphalt overlay. The county should <br /> budget at least $1 to $1.2 million per year for resurfacing. In the 2018 2019 budget there is <br /> $920,000 for resurfacing and $145,348.14 for Federal Funds Purchase Program or buy back <br /> dollars. <br /> The city of Grand Island is getting ready to resurface 4th Street to Airport Road. The additional <br /> truck traffic on Airport Road is causing an increase in wear and tear and it is in need of being <br /> resurfaced. There is 1/4 mile of county road and the city is asking if the county wants to approve <br /> an interlocal agreement to resurface this portion of County Road.
