Sheriff Conrad and Marty Klein who had worked for the U.S. District Attorney's Office. He sent <br /> a letter January 14, regarding this request. <br /> He stated that their goal is for the Task Force in Central Nebraska to have a special assistant <br /> U.S. Attorney available. They have 18 attorneys in the main office in Omaha and 5 in the <br /> Lincoln office. The Federal Court houses are located in Lincoln and Omaha. This position <br /> would assist the Central Nebraska Task force to work exclusively on the cases that are <br /> generated out of here. What is missing is an attorney in Lincoln that focuses on these cases <br /> they are still addressed but not as much focus. This agreement proposes that Hall County <br /> would have the pass through HIDTA dollars for a contract attorney. There would be no <br /> insurance or benefits, not equipment or staff. The salary reimbursement would come from the <br /> Nebraska State Patrol to Hall County and then the county would process the payment. There is <br /> normally a 60 day window for the reimbursements. <br /> Quandt stated he appreciates the drug task force but if the funds disappear what would happen. <br /> Mr. Kelly stated the position would disappear. <br /> Richardson questioned if there other counties that have this. He stated that Douglas County <br /> has an attorney that is on payroll like the prior agreement that Hall County had. <br /> Denise Smith state they would submit an invoice for payment they county would process it and <br /> them be reimbursed. This would be a contract, the attorney would be self-employed. The <br /> payment would cover the salary and benefits <br /> Hartman stated we would have nothing to lose and he would like to see it started. <br /> There is not action to be taken they will provide the documents and move forward. <br /> Richardson noted that the county and a different program but we had to contribute additional <br /> salary and benefits. He stated that the attorney will be doing the same process. <br /> Lancaster stated we appreciated the program but it was a financial issue. Counties are <br /> struggling and need to look at another avenue to address this concern. Mr. Kelly stated the cost <br /> would be $70,000.00 to $75,000.00. They have had a great working relationship with Hall <br /> County. <br /> Held a 5 minute break. <br /> PUBLIC PARTICIPATION — Mr. Gene McCloud requested to briefly address the board <br /> regarding the Convention visitors Bureau appointments to the board. He stated he also applied <br /> for the position and he has also served on the board in the past and would like to have another <br /> opportunity to serve again. He suggested that the board may consider reviewing the <br /> applications in the future. <br /> Quandt noted the board used to interview the candidates and that is a good point. <br /> Lancaster noted that she did not participate in the interviews this is a change and there may be <br /> some consideration to return to the way it was.
