Brad Fegley was present and stated that prior to staring the budget process he would like to <br /> have an ad hoc committee wot work with. This would need to be 3 or 4 months prior to the <br /> budget process. This would start in February until the end of June. He also noted that they <br /> would like to address the issue of refunding the bonds for the jail. There is enough cash to <br /> move forward with this. He would like to work with the audit committee for this process. <br /> Discussion was held and it could be the same as the budget committee. Sarah Carstensen <br /> stated that she would be interested in attending the meetings also. Richardson ask if there <br /> would be some minutes from this committee since it will be in place for a long period of time. <br /> Lancaster stated she would put together brief minutes. <br /> 5.10:00 a.m. DISCUSSION & POSSIBLE ACTION REGARDING MID AMERICAN HEALTH <br /> INSURANCE BENEFITS - Matt Wullenwaber with Mid-American was present to address the <br /> issues with the exclusions on the plan. Hall County has been with Mid-American for 20 years <br /> and have saved a considerable amount and have good coverage. Matt stated that Lee <br /> Johnson said hi. They have enjoyed working with the board. <br /> Lancaster stated that she talked to Matt and has a better understanding. The plan document <br /> has been the same since 2011. The concern was regarding criminal activity and the meaning <br /> may be something different than a felony activity. She noted that the reason this cam about is <br /> because there was a county in Nebraska where they were not wearing their seat belts and were <br /> ejected from a vehicle and the claims were denied. You cannot be stopped for not wearing a <br /> seat belt is secondary issue so the concern is how extensive do we want to be. Hall County <br /> agreed on the plan and suggested that we need to look at the plan. <br /> Matt stated that some client's plans are identical and this plan goes back to 2011. The county <br /> needs to review the plan and determine what they want to accomplish in the area of the <br /> exclusions. The exclusions can be different from plan to plan. <br /> Quandt expressed concern on riding a jet sky. Matt noted that there are some exclusion on <br /> hazardous hobbies or activities it may be if they are in competition or racing jet skis, sky diving <br /> or drag racing. There is some subjective language in the documents. They need to look at all <br /> of the items and refine what they want the plan to accomplish. <br /> Peterson questioned how the claims are determined with a self-funded plan. Mat stated that <br /> Mid-American is the claim administrator they make the determinations on the claims based on <br /> the plan and can consult through other channels when there are questions. Mr. Peterson ask if <br /> the county was to broaden the coverage if that would impact the premiums. Matt stated they <br /> purchase the reinsurance carrier and they do not dictate if the claims are eligible. If a claim is <br /> contrary to the plan document it could be denied. <br /> Lancaster stated it is great to have acceptable premiums but important to have adequate <br /> coverage. Matt will help with reviewing this because some of the issue may be very rare. If <br /> there was a change of the potential pool of claims it would not be a significant impact it would be <br /> less than 5% in the overall picture. <br /> Lancaster stated she would like to engage in this discussion beginning next month they can look <br /> at other plans and Matt can provide that information. <br /> 6.10:15 A.M.
