Mr. Riehle stated that that he is not a biologist or a hydrologist and does not have the licensing <br /> to address the flows and the FRAM for the FEMA map. That would be duplication because JEO <br /> has already started those projects. They need to purchase the right of way and will also take <br /> out the trees during the time when the birds are not nesting. He stated that his surveyor <br /> technician has experience and he has 35 employees and he needs all of them. <br /> Hartman made a motion and Quandt seconded for discussion to delay the approval of this <br /> agreement for 2 weeks. <br /> Richardson stated that there is not an agenda item on the number of employees they need to <br /> address the agenda items. . Mr. Riehle has explained why he cannot do the work because he <br /> does not have the licensing. <br /> Bredthauer noted that Engleman and Highway#2 they are pouring the floor <br /> Addressed an e mail on Wiseman getting the base ready did they call the diggers hotline <br /> Project C40 (372) it is higher the $7,900 was not in the budget Steve noted it will come out of <br /> other line items <br /> Quandt stated that Mr. Riehle cannot do the wetland and the map revisions and JEO is already <br /> doing that. He withdrew his second. Steve stated that JEO will complete it in May and they will <br /> do the hydrology and it should stay in budget. <br /> Hartman withdrew his motion. <br /> Lancaster noted that the road projects are moving forward and that the federal bridge match can <br /> cause increased costs. <br /> Richardson made a motion and Petersen seconded to approve the agreement with JEO <br /> Consulting Group for project C40 (340). Bredthauer, Hurst, Lancaster, Peterson, Quandt and <br /> Richardson all voted yes and Hartman voted no. Motion carried. <br /> B) DISCUSSION & CONSIDERATION OF APPROVAL OF AGREEMENT WITH OLSSON, INC <br /> FOR PROFESSIONAL ENGINEERING SERVICES ON HALL COUNTY PROJECT C40 (372) <br /> Mr. Riehle stated that this is the bridge over Prairie Creek on Sky Park Road and is 1 of the 2 <br /> proposed bridges in the 1 & 6 year program. It was built in 1935 and rebuilt in 1960. It was <br /> originally budgeted to have a contractor build the bridge but during the budget process the <br /> project was change to have the county build the bridge. The material will be bid out and the <br /> county will prime the steel. This will be a cost savings of about $12,000.00. The design has to <br /> follow the newest bridge design specifications. Olsson & Associates has the experience to do <br /> this. The county will do the surveying and the engineering work. Olsson only charges for the <br /> actual time. The cost is higher than in the past because of the additional requirements for <br /> wetlands and the 404 permitting. <br /> Bredthauer noted the original cost that was budgeted and that was lowered to $169,000.00. <br /> She noted that this is an old iron bridge that has not washed away. She expressed concern on <br /> the engineering costs and that it would come in over budget. She asks if it would be completed <br /> this year. <br /> Bredthauer made a motion to delay this for 2 weeks. <br /> 5 <br />
