Pelland ask how many other counties they were requesting exemptions in and Mr. Adam stated
in Buffalo County. He has asked for exemptions on all property.
Lancaster noted a few years ago there was an issue with the FAA regulations regarding the
buffer zone at the airport and there was revenue received and it was not taxable but that was
different.
Mr. Adam stated that any revenue from the leases is going back into the land and not the trust.
Lanfear expressed concern increasing the amount of land that is tax exempt. He stated he is
comfortable going to TERC.
Richardson questioned how much of the land is leased and he stated 50%.
Schuppan stated this is disturbing, he lives south of river and there where cranes before and
there will continue to be cranes. You can stand in his backyard and look at the cranes. This
erodes the tax base and they have to make a stand. He cannot understand the attitude of
comparing a church to cranes.
Mr. Adam stated he is asking them to consider the law. The cranes are important to the world.
He asked if he doesn't support conservation efforts and Schuppan stated that this is debating a
tax exemption. Mr. Adam noted that the Salvation Army had a partial exemption and this is no
different. Arnold questioned how there could be an exemption if they do not know what is going
to be leased out. Mr. Adam stated that it will not be more than 50%. Arnold stated that the
board needs the information on what will be leased and ask him he could 9 et the information.
Lanfear noted the issues with Vontz when they applied for a conditional use permit and stated
he takes defense that they compare birds to people. He stated to take it to TERC.
Lancaster asked if this could be recessed and come back in 2 weeks with the information.
Chairman Arnold called for public participation and no one responded.
Lancaster made a motion and Purdy seconded to go out of the public hearing. Arnold,
Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no.
Motion carried
Lancaster made a motion and Quandt seconded to approve all of the former exemption
applications and the new exemption applications. Arnold, Lancaster, Lanfear, Purdy, Quandt,
Richardson and Schuppan all voted yes and none voted no.
