County Assessor Jan Pelland distributed information to the board members regarding <br /> the valuation activity for 2013. This all had to be completed by March 13th and the <br /> abstract was sent in at that time. She reviewed the following information: <br /> • Completed review with pictometry aerial data and identified those needing <br /> physical inspection <br /> • Lowered improvements in Wood River on properties built before 1950 by 10% <br /> • Raised 2 Country Meadows Sub by 15% <br /> • Raised Cunningham Sub by 20% <br /> • Raised Nottingham Estates Sub by 20% <br /> • Raised West Bel Air Additions by 15% <br /> • Raised Eagle Sub by 15% <br /> • Raised Eagle Lake Estates by 20% <br /> • Raised Meadow Lane subdivisions by 15% <br /> • Reviewed partials for completion and completed annual pick-up work <br /> • Reviewed commercial property with pictometry data, partial completion and <br /> permit pick-up work <br /> • Raised first 4 classes of irrigated land by 25%and second 4 classes by 30% <br /> based on sales <br /> • Raised dry land classes based on sales <br /> • Raised 4 classes of grass land by 25% based on sales <br /> • Reviewed parcels for completion and annual permit and pick-up work <br /> Mr. Schuppan stated that ag-land raised 15% last year and now 25% and 30%. Ms. <br /> Pelland stated that by state statute it is based on market and it goes up because of the <br /> sales. She also stated that there was about $41,840,209.00 in growth and the tax base <br /> is going up 208 million dollars. <br /> Mr. Quandt questioned how that compared with other counties and she stated it is about <br /> the same. She stated that we may receive protests on the increases in the subdivision <br /> and new construction and there may be some agland protests. <br /> 3. DISCUSS AND APPROVE RESOLUTION APPOINTING REFEREES FOR 2013 <br /> ASSESSMENT YEAR— Ms. Pelland presented the resolution appointing the referees <br /> for the 2013 assessment year. This has been reviewed by Mr. Zitterkopf and she is <br /> asking for the boards' approval. <br /> Schuppan made a motion and McFarland seconded to approve Resolution #13-019 <br /> Appointing the referees for the 2013 tax assessment year. Arnold, Lancaster, <br /> McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. <br /> Motion carried. <br /> 4. DISCUSS AND APPROVE AGREEMENT FOR REFEREE SERVICES FOR 2013 <br /> ASSESSMENT YEAR—This is the agreement with Standard Appraisal for referee <br /> services there is no increase in the fees in the amount of$33,500.00. If they exceed <br /> that amount they will come back to the board for approval. The coordinator receives <br /> $90.00 an hour and the referees $75.00 an hour. <br /> 2 <br />
