Ziola made a motion and McFarland seconded to approve the agreement for referee <br /> services with Standard Appraisal. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> 5. COUNTY ASSESSOR SET DATES AND TIMES FOR BOE FORMAL HEARINGS <br /> Ms. Pelland stated that she is proposing to start the referee hearings on June 17 <br /> through June 21st and June 24 through the 28th and use July 1, 2, 3 and 5th if <br /> necessary. Then the next week will be used to finish up the referees work and then set <br /> the County Board formal hearings the next week. Final action has to be completed by <br /> July 25th. Discussion was held regarding final action and it would have to be on July <br /> 16th or the board would have to set a special meeting. Discussion was held on the <br /> dates. <br /> The formal hearing will be held as follows. <br /> Tuesday July 9th 3:00 p.m. to 7:00 p.m. <br /> Wednesday July 10th 9:00 a.m. to 2:00 p.m. <br /> Thursday July 11th 3:00 p.m. to 7:00 p.m. <br /> Tuesday July 16th 1:30 p.m. Final action <br /> 6. DISCUSS AND APPROVE REVISED INTERLOCAL AGREEMENT WITH THE CITY <br /> FOR THE 2013 PICTOMETRY FLIGHT County Assessor Jan Pelland and County <br /> Attorney Jack Zitterkopf were present for the discussion. Two weeks ago the County <br /> Board voted to sign the interlocal agreement but the city did not sign it because they <br /> 9 tY 9 Y <br /> requested some changes, they were not comfortable to pay Pictometry directly but <br /> instead to pay the county their share. So the changes have been made and the board <br /> will need to resign the new interlocal agreement as presented by the city. <br /> Quandt questioned Mr. Zitterkopf if he was comfortable with the new proposal. Mr. <br /> Zitterkopf stated that there was a series of communications and it is important to arrive <br /> at what is best for all involved. He does not have a problem with the agreement as to <br /> substance but the procedure that was followed, but he would suggest that in the future if <br /> we engage in a cooperative effort the city should also sign the contract. If there were a <br /> breach in the contract and we stop paying the county would be sued not the city, they <br /> need to be a party to the contract also. <br /> Lancaster thanked Mr. Zitterkopf this was frustrating we need to have both parties <br /> involved in the contract. This was started in good faith now we need to get it completed <br /> and move forward. <br /> McFarland made a motion and Ziola seconded to withdraw the modification of the <br /> interlocal agreement with the city for the pictometry project and to approve the <br /> addendum of the interlocal agreement. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no.
