Lancaster noted there are other projects that need to be done. Steve stated this was on one bid <br /> for all of the projects and he stated he has not had discussion to address cancelling the <br /> contract. There will be a penalty according to the specifications. If they proceed with the <br /> projects he would like to have them wait until June and warmer weather. <br /> Lancaster noted we need to have the best conditions to complete the project. We paid for a <br /> new road and we need a new road. Steve stated that if it starts to go bad he does not want to <br /> go there again. It took too much of his time. <br /> Bredthauer suggested not putting a date on it because if it is a good spring they could start <br /> earlier. Steve will come back with progress reports. <br /> Petersen sated he would like to give them the opportunity to correct the problem and he <br /> supports using local businesses. People want to see the money spent locally. <br /> Richardson noted that this was on the agenda it was under public works update it can be <br /> brought back in 2 weeks to take action. No vote on motion it will come back in 2 weeks <br /> Representative from J.I.L. were present and explained the process they used and how they will <br /> move forward. Jerry thanked the board and they will move forward. <br /> Karen Bredthauer noted information from Deb Fisher and she looked at the bridge match <br /> program web site and in 2017 and 2018 Hall County had applied but did not for 2019. Other <br /> counties were awarded bridge match dollars. She stated we have critical bridges Burwick and <br /> Cederview. Mr. Riehle explained that some of them have been pulled off. <br /> Senator Smith and Governor approved the transportation improvement program. Mr. Riehle <br /> explained the point system. There is a committee that uses scoring criteria on the bridges to <br /> determine the bridge match funding, they have to be a structurally deficient bridge. The county <br /> has 5 and 4 would not have scored well because they are not structurally deficient. Can they <br /> apply again and Steve stated they could. Lancaster good point there is wide range He stated <br /> that Hall County may have 3 that would be eligible and they can discuss it at budget time. <br /> Bredthauer questioned if they are weight restricted they would have to have enough points. <br /> Steve noted the county's that applied and once they are approved and receive funding they <br /> would be on the bottom third. He will look at this next year. In October the RFP was issued and <br /> reviewed in December and awarded in January. Steve will look at the list and see what would <br /> be eligible. <br /> Mr. Riehle updated the board reading the vacated a portion of Platte Street. They may have to <br /> change the intersection and the turn lanes. If there is a need for a signal they do not want Hall <br /> County to have to pay for the traffic stop. They are looking at an agreement so the costs for that <br /> would fall on the developer. <br /> Mr. Riehle updated the board on the agreement with Olsson & Associates Steve stated that the <br /> amount was changed from $36,800.00 to $35,550.00 they had already put in reduced costs. <br /> There are dollars budgeted for engineering costs and if there are any additional fees they will be <br /> covered by other line items. They usually only have the engineering costs for one bridge a year <br /> and the county does the rest of the bridges. <br /> 8 <br />
