some sense doing it while the city is doing their part. The city's estimate for the county share is
$358,000.00. Our annual resurfacing budget is at $1 million but this is a future project and we
have not set our budget. It would be out of the next fiscal year, The city is asking for the
county's response in 2 weeks. Mr. Riehle stated that the county could do this on our own at the
same price.
Hartman expressed concern on Wood River Road. He stated he would like to wait 2 weeks.
The county does not know what our budget will be.
Hartman made a motion and Bredthauer seconded to bring it back in 2 weeks. Mr. Riehle will
bring back additional information. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Petersen and
Richardson all vote yes and none voted no. Motion carried.
Lancaster thanked Steve for bringing this forward we need time to consider.
Bredthauer expressed concern that this is not in the 1 & 6 and we do not have the money now.
B) RECEIVE AND PLACE ON FILE QUARTERLY REPORT
Richardson made a motion and Karen seconded to place on file the public works quarterly
report. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Petersen and Richardson all vote yes
and none voted no. Motion carried.
PUBLIC WORKS UPDATE — Mr. Riehle stated October 20, 2018 is when problems started on
Wood River Road. He worked with J.I.L to address the smoothness of the road and on
November 14th, 2018 it was finished but there were still bumps. This could have been related to
the time of year, the mix and the binder that was used along with the temperature. They
brought in a grinding machine and tried to grind the high spots and also had a computer print
out of the smoothness of the road. There are still areas that need to be ground and one area
will have to be removed and replaced. They also fog sealed the road to protect it.
Karen drove the road it is rough and she expressed concern on the grinding and ask if it is down
to the bottom layer. Steve stated there is one area that will have to be redone, the county did
not have to pay for the grinding or the fog seal. She noted there is still some hum on the tires.
Steve stated the noise will get better. Karen Is ask if there was a guarantee and Steve stated
that there is a 12 month guarantee based on materials and workmanship.
Peterson questioned if it was an asphalt road and Steve stated it is and is 8 inches thick so that
is why they ground the road to make a better surface to overlay. Steve also stated that there
are still other projects in the contract to be completed. Ron noted that some new concrete is
ground. Steve stated that the concrete is ground because it gets smoother they do not grind
asphalt.
Quandt ask how thick the overlay is. Steve stated the drag course is 1 inch thick and an
additional 1 '/z overlay. When they grind it is only 1/8 or 1/4 inch. There are still areas that need
to be ground and the rest will be selective grinding. They could lose 1/8 inch they will follow the
specifications.
Hartman said J.I.L is trying to do the job they need to just get it done. The weather has been
bad and it has rained need to give them a chance to get it done.
Hartman motion and Karen seconded to have J.I.L. finish the project that they are working
7
