Following are the grant request for 2019. <br /> GILCA Fonner Park 3rd year equine storage building $50,000 <br /> CVB marketing 9,000 <br /> GILCA multiyear 4th year 50,000 <br /> Husker Harvest Days (AIN) multiyear 4th year 75,000 <br /> GISH Stadium single year approved 50,000 <br /> American Doorstop marketing 2,000 <br /> Doniphan Trap Club grounds improvements 20,000 <br /> Game & Parks campgrounds improvement 10,000 <br /> Grow Grand Island arts Group marketing 2,000 <br /> Total request $268,000 <br /> Total transfer required from Hall County $172,096 <br /> Brad stated that he processes 3 requests from the Visitor Improvement fund 2 for the Heartland <br /> Events Center payments and one for the grant requests. This is referred to as the brick and <br /> mortar fund and the dollars can also be used for marketing. <br /> Hartman noted the $50,000 grant to the GIPS stadium and ask if other communities have the <br /> same opportunity. Brad noted that they can request funding and he has talked to other activity <br /> director regarding other activities. Lancaster noted that Wood River had contracted them about <br /> the swimming pool but did not come back <br /> Mr. Peterson ask when the Heartland event center will be paid off and Brad stated in 2021. <br /> Quandt made a motion and Bredthauer seconded to approve the visitor improvement fund grant <br /> requests. Bredthauer, Hartman, Hurst, Lancaster, Quandt, Petersen and Richardson all vote <br /> yes and none voted no. Motion carried. <br /> 9 DISCUSSION AND POSSIBLE ACTION ON THE COUNTY PURCHASING ACT POLICY <br /> 12 DISCUSSION &APPROVAL FORMULATING A POLICY REGARDING MAJOR PROJECTS <br /> Lancaster stated that theses 2 items will be addressed at the February 5, 2019 meeting. Sarah <br /> Carstensen would like to include any other items sot it will all be in one place. <br /> Mr. Peterson ask if the board would receive a copy of the policy before the next meeting and <br /> they will receive one. <br /> Richardson questioned if there were minutes on the ad hoc committees. Quandt stated that the <br /> ad hoc committee for purchasing is conducted by Sarah Carstensen and there will be a finished <br /> product. The ad hoc committees have a specific time frame. <br /> Bredthauer noted that if there are purchases they are to go the board for those purchases. <br /> Richardson noted that then it will be on a case by case basis and if for an extended period of <br /> time she would appreciate minutes. <br /> 10A) REGARDING DRAFT INTERLOCAL AGREEMENT WITH CITY OF GRAND ISLAND FOR <br /> ASPHALT RESURFACING PROJECT ON AIRPORT ROAD Mr. Riehle stated that the City has <br /> a project on 4`h street heading east and north past the humane society up to Whitecloud Road <br /> and Airport Road past the airport. The County has a portion and the City has ask if the county <br /> would be interested doing that section. They ae getting ready to advertise for bids and will open <br /> bids in February. Steve stated that this portion of road is not on the county's short list, There is <br /> 6 <br />
