made a motion and Arnold seconded to set the bid opening for the new 2019 excavator for
December 18, 2018 at 9:30 a.m. with bids due December 17, 2018 at 4:30 p.m.
Bredthauer questioned the trade in of the gradall. Mr. Riehle stated it is mounted on a truck.
The Excavator is easier to operate and would replace the gradall. This was discussed during
budget time they have two other excavators. Discussion was held on how many hours it had on
it and Mr. Riehle stated he did not have that information with him. The gradall also needs some
repairs.
Hartman questioned if they need this piece of equipment and also questioned the hours.
Lancaster ask if Steve could provide the information on the hours and he stated he could do so
just does not have it with him now. He also noted that he has provided board memos for the
meeting but has not provided information on the bid openings because that could cause
problems with the potential bidders.
Arnold noted that the city purchased the old gradall and it was 15 or 20 years old and replaced it
with a smaller unit.
Quandt questioned if they keep track of the hours and repairs and Steve stated that they do.
Schuppan noted that they traded the newer gradall and kept the older gradall because it was in
better shape.
Bonnie pulled up the equipment list that is on file with the insurance company and it is a 1996
gradall so it is 22 years old. The 2006 unit is the bigger unit and there is a 2014 unit.
The vote on the motion to set the bid opening was taken. Arnold, Bredthauer, Lancaster,
Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried.
Richardson stated she appreciated the information.
B) UPDATE ON 2018 FALL ASPHALT RESURFACING - Mr. Riehle stated that the problems
on the resurfacing started October 20th and noted that they ran the bump buggy over the road
and there were 7,8 and 9 bumps and there was concern. They will be starting the diamond
grinding tomorrow and once that is finished they will seal it this fall and again in the spring.
They want to stop for now and wait and see the results of the grinding. The County Engineer
can make the call on the amount of roughness and if it is not acceptable the contractor has to
pay to repair. This diamond tip grinder will grind off the bumps.
Quandt noted that the county is paying for a new road and do we have to accept this since they
have to have to grind it to make it passable. Steve noted that this is in the specifications and if
they do not have success with the grinding machine they would have to remove and replace it.
The seal is oil and he has requested that they do it 2 times.
Quandt questioned the claim to J.I.L and Mr. Riehle stated that 57% of the bid is for the oil and it
is appropriated to cover that cost. We did not pay for a rough road. The Holling Road project
was smooth.
Mr. Riehle stated that he will be making a recommendation to the board if they continue the rest
of the projects but he recommended paying the $179,000.00 claim.
3
