November 9, 2018 <br /> County Board Memo <br /> Update on Fall 2018 resurfacing <br /> NDOT Smoothness Specification <br /> 1 On state highways, the NDOT uses a full blown smoothness specification with incentives, <br /> disincentives, and a grinding requirement. The equipment is sophisticated and expensive. <br /> The NDOT Pays for everything and the average price the NDOT pays is between $4,500 to <br /> $10,372 per project. They also pay significant smoothness incentives in the tens of <br /> thousands of dollars. <br /> County Smoothness Specification <br /> We didn't think we needed a more complicated smoothness specification till this year. We <br /> don't like the potential budgetary impact of smoothness incentives with potential for <br /> incentive payouts in the tens of thousands of dollars. There are no counties in Nebraska that <br /> use a smoothness specification that includes incentives. Lancaster County asked us for a <br /> copy of Hall County's smoothness incentive last week so they could consider implementing <br /> a smoothness specification of some sorts, <br /> Drag Course <br /> The mix type in the specifications for a drag course is determined by the contractor with the <br /> mix design approved by the engineer. JIL proposed mix type "B" and the mix design was <br /> acceptable and approved. The type "B" mix did not provide as good of a surface as we've <br /> had on past projects (Gary Smith Construction and Vontz Paving), so we will not allow type <br /> "B" as a drag course in the specifications on any future projects. <br /> JIL has been told that they will have to propose a different mix for the drag course that is to <br /> be placed on One R Road east of NE Hwy 11. <br /> JIL's last Project for Hall County <br /> JIL Asphalt's last project with Hall County was paving of Webb Road south of One R School <br /> in 2014. Our smoothness specification was strengthened and can invoke portions of the <br /> NDOT's full blown smoothness specification including measuring with a profiler for IRI <br /> (International Roughness Index), guidelines for grinding, guidelines for removal and <br /> replacement, and penalties, but no incentives. Our smoothness specification added some <br /> emphasis on smoothness and attention to factors that impact smoothness. <br /> Our specifications also targeted some weaknesses in JIL's equipment. They replaced their <br /> asphalt laydown machine (paver), bought different electronics to control slope, depth and <br /> ride. They also bought a different compactor to better achieve the asphalt densities required <br /> in the specifications.
