November 9, 2018 <br /> County Board Memo <br /> Update on Fall 2018 resurfacing <br /> Smoothness Problem may be fixed? <br /> They were not able to pave anything that was acceptable as far as smoothness till Tuesday, <br /> November 6`h. It appears like they may have fixed the problem by changing the settings on <br /> the hydraulic actuators from a proportional setting to a different setting. <br /> Completion of Wood River Road west of NE Hwv 11 <br /> The temperature was too cold Wednesday, November 7th to place asphalt, so it looks like <br /> the next day they might be able to pave may be Wednesday, November 14`h. <br /> • They have about 1 '/A miles of eastbound top lift (south side of the road west of NE Hwy <br /> 11) that is completed and acceptable. <br /> • They have 6 '/2 lane miles that are either unacceptable (rough) or haven't been covered <br /> with top lift. <br /> Following the county specs and NDOT specs, JIL could be allowed to attempt to <br /> finish the Wood River Road resurfacing. They are hoping to get the whole 8 lane miles <br /> of resurfacing done before winter. <br /> • With cold mornings and shorted days, it'll take 5 to 7 days to finish the Wood River Road <br /> resurfacing. <br /> • I've seen years where contractors are able to place asphaltic concrete past <br /> Thanksgiving. <br /> • They'll need good weather to get done by Thanksgiving. <br /> Work Suspended for Winter <br /> They won't make the completion date in the change order of November 9, 2018. <br /> • It's too late to start work on the 2 projects in Cairo (One R Road east of NE Hwy 11 and <br /> Hillside Drive by golf course). <br /> • We'll have to put together a detailed report of working days, weather, etc. for working <br /> days and liquidated damages. <br /> How to Fix the Rough Road <br /> The fix from here is detailed in the specifications. <br /> • They have to diamond grind the road smooth, <br /> • If they are not able to grind it smooth, they will have to remove and replace the rough <br /> asphalt. <br /> • We will require a fog seal after any grinding. <br /> • A smoothness penalty may be assessed, depending on what will the smoothness is after <br /> grinding. <br /> The NDOT specifications were piggy backed in our bid specifications, so we're talking to the <br /> NDOT for confirmation to ensure we proceed correctly on: <br /> • the completion date and liquidated damages, and <br /> • the working days and suspension of the work through the winter. <br /> Drag Course (bottom lift) through winter <br /> The bottom lift is a drag course and is placed to fill in ruts, dips, cracks, smooth bumps, etc <br /> before placing the top lift. While it's normal for a drag course to have some drag marks, <br /> segregation, surface imperfections, etc, this one is especially ugly. The drag course will fulfill <br /> its purpose as long as they can get the road covered before winter. It they are not able to <br /> get the road covered before winter, they may have to replace the drag course next spring. <br /> Page 2 <br />
