Motion carried. <br /> 10d) UPDATE ON 2018 FALL ASPHALT RESURFACING - Mr. Riehle stated that there were 4 <br /> projects included in the fall resurfacing, Holling Road, Wood River Road, 4 miles on 1R Road 1 <br /> mile in Cairo and a section in the golf course that was an agreement from 2016. Holling Road is <br /> a busy road only 250 feet and that is completed. They have not started the Cairo or the golf <br /> course projects. <br /> They started the Wood River Road project it is a busy road with a lot of truck traffic the road was <br /> rough and had a lot of cracks in it so they thought it would be best to mill the road. The first <br /> layer was completed and started the top layer on the south side and it went well and then <br /> moved to the north side and have had a series of problems. The equipment is not working and <br /> the contractor has had someone out numerous times to correct the problems but have not <br /> succeeded. It is the contractors responsibly to fix it. They have contacted the department of <br /> roads to see what could possibly be acceptable. Mr. Riehle is concerned that they need a new <br /> mix and expressed concern that the mix that they have used will not work and also feels that <br /> this will not work on the Cairo projects. The completion date was November 8th so they are <br /> suspending work and may look at starting it in April. He had specifications in the bid documents <br /> to make the road smoother. The only thing they have submitted for payment is the Holling road <br /> project and part of Wood River Road. The contractor will have to come up with a different mix. <br /> Schuppan stated that this was a concern when the bid was awarded they had made equipment <br /> upgrades but now the paver is not working. It is the company's responsibility to repair the <br /> equipment. Holling road is paved and the bottom layer is on Wood River Road. He noted that <br /> Wood River Road is a problem because of all of the truck traffic. <br /> Quandt expressed concern on standing water on White Cloud Road. Mr. Riehle stated that the <br /> sod on the side of the road is higher than the road so it is holding the water. Sometimes there <br /> are soft spots on the road and they may need more gravel. They need to knock down the <br /> berms on the side of the road to allow the water to drain. Quandt noted that there could be <br /> various issues on the paving equipment and they will have to figure out how to fix it. <br /> UPDATE ON PARKING LOT — Mr. Riehle stated that they have paved the south side of the <br /> parking lot and there needs to be some colored concrete poured by the handicapped parking <br /> stalls, back fill and sealing the sidewalk cracks. There was roof drain by Bonnie's door that was <br /> covered up by the new concrete but they are looking at options and make look at moving the <br /> drain. If they eliminate the step into Bonnie's office they could take the drain underground so <br /> there may be a change order for that. He also noted that the election commissioner's drop box <br /> will not be impacted and may just leave the box there and have a driveway that would service it. <br /> There is a light that was served by an overhead line that was snapped during the construction. <br /> The City utilities department will hook it back up and discussion was held to consider running <br /> the line underground. Mr. Humphrey provided an estimate to do that. The cost of the overhead <br /> power line will be covered by Bixby's. They will wait to start the next phase once the election is <br /> over. <br /> Richardson stated the parking lot is looking great and she like how it is flush with the sidewalk. <br /> 5 <br />
