Highway 281 and Chapman road there was a vehicle in the ditch and they did salt and sand that <br /> road. <br /> Mr. Riehle stated that the issue that Mr. McGuire mentioned has been fixed it was done <br /> yesterday. The asphalt work has not been going well and they may be able to finish only half of <br /> the project. The company's equipment has been breaking down and the material was to wet to <br /> use. This was an initial concern when the bid was awarded. They will have to decide what to <br /> do. <br /> Lancaster stated that the state retirement board has a disclaimer on the agenda that they can <br /> take action on items. <br /> Mr. Riehle will stay for the discussion on the DHHS building. <br /> 13. DISCUSS & TAKE ACTION ON MIDLAND AREA AGENCY ON AGING BY-LAW CHANGE <br /> Lancaster stated they received the by-law change 24 hours before the meeting and she <br /> expressed concern on sections 5, 6 and 7 this will allow MAAA to decide who sits on the board. <br /> It is our job to represent our county. She noted that Senior citizen's Industries lost $90,000 in <br /> operating funds. The county set aside $70,000 for the programs. She noted that this agency <br /> exists because of the counties and it is a county decision who sits on the board. No one had <br /> seen the by-law changes, MAAA met on Thursday and she did give a copy to Sarah Carstensen <br /> until Friday. Sarah stated that she is not prepared to discuss this today. Lancaster questioned <br /> if this was done properly and did they follow their by-laws. <br /> Richardson clarified this is on page 3 sections 6 and 7. Discussion was held and Sarah can <br /> address the process and bring it back in 2 weeks. She questioned how the county can make a <br /> decision on another agencies by-law. <br /> Arnold stated that this does not take authority away from the county board there are 8 different <br /> counties and it is up to the county board to appoint members. This would allow them to censure <br /> a member but the county board could appoint another member they have to make sure that they <br /> follow the rules. According to the interlocal agreement they cannot remove a county member <br /> from the board. This was discussed in July and the attorney did not get back to MAAA until <br /> September. You represent Hall County and the senior citizens and there are also other senior <br /> centers in Hall County. There was a lot of wrong information and some was confusing this <br /> happens and then it is reported by the news media and then gets back to the state. MAAA has <br /> to maintain their ability to provide services Midland is doing what they can to make sure things <br /> are done correctly. <br /> Lanfear expressed concern that they would not try to silence anyone on that board. Other <br /> agencies have similar statements and the weight is in Midlands's corner and not much we can <br /> do. This discussion is at the wrong time if there was a request to remove someone that would <br /> be the time to have this discussion. <br /> Lancaster noted the time there was a request to reduce the funding and she presented the <br /> numbers. The federal government does not recognize size it costs the same for any senior. <br /> She talked to an attorney and did refer this to the state attorney general. These services allow <br /> seniors to stay in their own homes. The agency only exists because of the counties and this is <br /> our job. She appreciates the discussion and the public expressing concern. She takes <br /> exception when they try to limit seniors going to the center for socialization and other activities <br /> that are available. It is vital that we maintain a strong voice for our people. <br /> 5 <br />
