9:05 a.m. Held a Board of Equalization meeting <br /> 9:14 a.m. Returned to the regular meeting <br /> PUBLIC PARTICIPATION — Chair Richardson called for public participation and Matt McGuire <br /> requested to speak. <br /> Matt McGuire, Kenesaw, NE expressed concern on the condition of Military Road, Cameron <br /> Road and Wiseman Road because of the wet weather. He suggested that the board needs <br /> road representative to look at the gravel roads. He also noted concern of Wood River Road. <br /> Mr. Riehle stated he called him back and they are working on the issues. Mr. Quandt stated <br /> that this has been unusual weather and Mr. Riehle and the Department are doing their best. <br /> Matt also expressed concern on mowing issues and he has tried to contact NRD. He <br /> questioned if the gravel budget had been cut. Ms. Bredthauer stated that it was not cut they <br /> added dollars for gravel <br /> 4. COUNTY ATTORNEY— DISCUSSION & POSSIBLE ACTION REGARDING <br /> CLASSIFICATION RANGE FOR SECRETARY/ACCOUNTANT POSITION AT PUBLIC <br /> WORKS DEPARTMENT- County Attorney Sarah Carstensen stated that the committee met <br /> regarding the job description and discussion was held regarding the range the final decision was <br /> to place it on Range 3 not range 4 Range 3 was the best fit. <br /> Arnold noted that this was the classification committee's recommendation. <br /> Quandt made a motion and Lancaster seconded to change the range for the <br /> secretary/accountant position at public works to Range 3. Arnold, Bredthauer, Lancaster, <br /> Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 5. PUBLIC WORKS— UPDATE ON ROAD CONDITIONS DUE TO WEATHER <br /> OTHER UPDATES OR DISCUSSION ITEMS —Steve Riehle stated they have been doing spot <br /> gravel work and hope to address all of the roads and it can be done in 3 10 hour days. They <br /> are working on the shoulders to knock them down and smooth them out. Every motor grader is <br /> out on the roads. The wet weather is an issue. <br /> Bredthauer noted that since the committees have been eliminated she suggested that the <br /> appointed officials come in and give updates to the board. She noted concerns on the roads <br /> and that she has received phone calls. She also noted that they did add dollars to the gravel <br /> budget. She also questioned if the position at the Cairo shed has been filled and Mr. Riehle <br /> stated that they have hired a new person for that position. <br /> Bredthauer made a motion and Quandt seconded to have Mr. Riehle give an update to the <br /> board. Discussion was held and this is not on the agenda so it will have to be addressed in 2 <br /> weeks. <br /> Mr. Riehle stated that he does not want his employees to be concerned if there are dollars <br /> available for asphalt patching, gravel or salt and sand they need to be able to do their jobs. <br /> They can use dollars from other line items to do the necessary repairs. <br /> Quandt stated he had a call from someone one on Engleman road that they were using the <br /> snow plow on a gravel road. Mr. Riehle stated they do not plow gravel roads. He noted that on <br /> 4 <br />
