9:05 a.m. Held a Board of Equalization meeting 9:14 a.m. Returned to the regular meeting PUBLIC PARTICIPATION — Chair Richardson called for public participation and Matt McGuire requested to speak. Matt McGuire, Kenesaw, NE expressed concern on the condition of Military Road, Cameron Road and Wiseman Road because of the wet weather. He suggested that the board needs road representative to look at the gravel roads. He also noted concern of Wood River Road. Mr. Riehle stated he called him back and they are working on the issues. Mr. Quandt stated that this has been unusual weather and Mr. Riehle and the Department are doing their best. Matt also expressed concern on mowing issues and he has tried to contact NRD. He questioned if the gravel budget had been cut. Ms. Bredthauer stated that it was not cut they added dollars for gravel 4. COUNTY ATTORNEY— DISCUSSION & POSSIBLE ACTION REGARDING CLASSIFICATION RANGE FOR SECRETARY/ACCOUNTANT POSITION AT PUBLIC WORKS DEPARTMENT- County Attorney Sarah Carstensen stated that the committee met regarding the job description and discussion was held regarding the range the final decision was to place it on Range 3 not range 4 Range 3 was the best fit. Arnold noted that this was the classification committee's recommendation. Quandt made a motion and Lancaster seconded to change the range for the secretary/accountant position at public works to Range 3. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. 5. PUBLIC WORKS— UPDATE ON ROAD CONDITIONS DUE TO WEATHER OTHER UPDATES OR DISCUSSION ITEMS —Steve Riehle stated they have been doing spot gravel work and hope to address all of the roads and it can be done in 3 10 hour days. They are working on the shoulders to knock them down and smooth them out. Every motor grader is out on the roads. The wet weather is an issue. Bredthauer noted that since the committees have been eliminated she suggested that the appointed officials come in and give updates to the board. She noted concerns on the roads and that she has received phone calls. She also noted that they did add dollars to the gravel budget. She also questioned if the position at the Cairo shed has been filled and Mr. Riehle stated that they have hired a new person for that position. Bredthauer made a motion and Quandt seconded to have Mr. Riehle give an update to the board. Discussion was held and this is not on the agenda so it will have to be addressed in 2 weeks. Mr. Riehle stated that he does not want his employees to be concerned if there are dollars available for asphalt patching, gravel or salt and sand they need to be able to do their jobs. They can use dollars from other line items to do the necessary repairs. Quandt stated he had a call from someone one on Engleman road that they were using the snow plow on a gravel road. Mr. Riehle stated they do not plow gravel roads. He noted that on 4
