automatically increase by 5% annually beginning October 1. A 30 day written notice is required
to terminate the contract. Stacey explained in an e mail the reason for the increase.
Lancaster made a motion and Quandt seconded to authorize the Chair to sign the agreement.
Richardson expressed concern on the minimum monthly amount and stated she thought it
would be an hourly rate. The minimum seems like it is a salary. She also questioned if this
would eventually go away and not go on forever. She questioned how many hours would be
minor assistance, discussion was held and it would be 10 hours or less
The vote on the motion was taken. Arnold, Bredthauer, Lancaster, Lanfear, Quandt and
Richardson all voted yes and none voted no. Schuppan was absent.
16. DISCUSSION AND POSSIBLE ACTION REGARDING CONFIRMATION OF DON SMITH
TO THE STUHR OPERATING BOARD - Lancaster noted that Mr. Smith has contributed so
much to the community and he is willing to give his time to this board also.
Lancaster made a motion and Quandt seconded to approve the appointment of Don Smith to
the Stuhr Operating Board. Arnold, Bredthauer, Lancaster, Lanfear, Quandt and Richardson all
voted yes and none voted no. Schuppan was absent.
10:52 a.m. Held a break
11:00 a.m. returned to session
11:00LETTER REGARDING VETERANS SERVICE OFICE/FACILITES COMMITTEE
DISCUSION & POSSIBLE ACTION — Mr. Quandt stated that administrative assistant Margie
Goerl had a letter addressing the duties of the Veterans Service Office. She read the letter.
Arnold stated that this issue has been blown out of proportion. The county had a master
facilities plan study done for consideration and future long range plans. His concern on the sign
is that it was exclusive it excluded any others in the building from using it. There is another
person in the building and when there was a client for that office that person could not use the
waiting area. The sign is exclusive, that is no mistake you cannot or do not have a right to use
it.
There was not a threat to move. The veteran's office has more office area than any other office
per employee and has the largest square footage. Arnold agreed that no one wanted that office
and it is nice to have someone in that building so we are not paying for an empty building. He
stated he is not begrudging the space that you have it was just noted in the long range plan to
use that building for additional space for offices in the Courthouse. There was a thought about
a new building by the vets building, but he does not see that happening until the jail bond is paid
off and it may be addressed it at some time. There is no reason to want them out the space
was not being used anyway. If they need an exclusive waiting area there is room in your
current space and there are six employees and one person in the front office that is 426 square
feet and the current waiting area is 280 square feet. The offices for other elected officials ae
only 150 square feet. It is not unreasonable to use the space that you currently have and make
it secure and convenient. He was just looking at the long range plan.
Ms. Goerl stated she wanted to let the board know what they do. There has to be privacy.
7
