Arnold made a motion and Lanfear seconded to authorize Doone Humphrey to respond to the <br /> letter but understand there may be a penalty assessed on the current tax credits. Mr. <br /> Humphrey pointed out that these are restoration projects not remodeling projects. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt and Richardson all voted yes and none voted no. <br /> Schuppan was absent. <br /> Mr. Humphrey will prepare a response and have the County Attorney review it. <br /> 11 DISCUSSION & POSSIBLE ACTION REGARDING ADA ASSESSMENT ON SOCIAL <br /> SERVICES BUILDING - The Board received the independent assessment of the DHHS Building <br /> and Mr. Humphrey provided the step by step costs to make it ADA compliant. Mr. Riehle <br /> assisted with the proposed ramp and modifications to the entrance to the building. Mr. <br /> Humphrey stated that some of the project work can be done in house. He showed pictures of <br /> the ADA parking, the necessary curb cut and the sidewalk would have to be lowered to get the <br /> correct slope. The front step would have to be removed and the ramp could be used to access <br /> both doors. They would have to go out for bids on the ramp and sidewalk because they <br /> estimated it would be about $36,000.00. <br /> Quandt questioned how they would be able to get in and out while they were working on it. <br /> There would have to be other accommodations. There was mentioned in the assessment about <br /> an elevator. Mr. Humphrey stated he talked to Mr. Frederick about the elevator and it would <br /> only be needed to make the entire building ADA assessable. Right now they do not use the <br /> lower level there are no offices there. If it was needed they would have to put it on the outside <br /> of the building. This would be the board's decision. <br /> Lancaster questioned if it would be assessable and do we put this into a building with a limited <br /> life. She noted that they have had conference calls with DHHS each Wednesday to make sure <br /> this is enough. It is good to have the independent assessment. <br /> Bredthauer questioned if the doors will be wide enough because this was noted in the <br /> assessment. Mr. Humphrey stated that that information would be included to make it a good <br /> assessment. He has not talked to the state this is information for the board now. She <br /> questioned a time frame and noted it could take over 60 days for the ramp. This building serves <br /> the resident of Hall County and noted that they have been meeting with some in the north pine <br /> location. She questioned if they would come out and reassess the building once it is done. <br /> Richardson suggested once this has been done they could have Mr. Fredrick approve that it is <br /> ADA compliant so there is no question. <br /> Arnold noted that the was legislation that changed the county purchasing act from $20,000.00 to <br /> $50,000.00 under that they could use 3 informal bids or declare it an emergency. The weather <br /> could also be an issue. <br /> Arnold made a motion and Lanfear seconded to adopt the plan as presented and give the <br /> proposal to DHHS, proceed with the project and obtain quotes. <br /> Lancaster stated she appreciated that Loran brought this information to the board. He stated he <br /> talked to Mr. Frederick and this will address the current issues. They need to have discussion <br /> on how to move forward. Mr. Riehle drew up a one page plan. Discussion was held. Loran <br /> stated he talked to the city building inspector and Mr. Collins and they could proceed with the <br /> work and Mark the parking stalls. <br /> 5 <br />
