10 PUBLIC WORKS — 10:00 A.M. BID OPENING FOR ASPHALT— Quandt made a motion and <br /> Lancaster seconded to open the bids for the asphalt. Arnold, Bredthauer, Lancaster, Lanfear, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Highway Superintendent Steve Riehle distributed the bid tab sheets. Quandt ask what his <br /> estimate was and Mr. Riehle stated $986,360.00. <br /> The following bids were received. <br /> BIDDER TOTAL BID <br /> Gary Smith Construction <br /> Grand Island, NE $1,064,381.60 Bid Bond enclosed no exceptions <br /> JIL Asphalt Paving Co <br /> Grand Island, NE $1,029198.60 Bid Bond enclosed no exceptions <br /> Quandt made a motion and Lancaster seconded to accept he bids and to refer them to Mr. <br /> Riehle for review. Riehle noted that the completion date is by the end of October. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 12. DISCUSS & TAKE ACTION ON SPACE FOR DHHS — Lancaster sated she put this on the <br /> agenda for discussion. There was a letter that the board received and DHHS gave the County 2 <br /> days to respond. Mr. Lanfear sent a reply that it would not be addressed until this board <br /> meeting. <br /> Richardson stated that DHHS referred to old reports from 1996, 2002 and 2006. There needs <br /> to be a new assessment with an independent professional consultant. DHHS mentioned <br /> something about an ADA task force person but we do not know if there were here. The County <br /> has space but we need to go through the steps. <br /> Arnold noted that there have been things done to the building to make it assessable and ADA <br /> compliance was different in the past. Some of the new regulations may not be reasonable for <br /> that building and maybe the state should address the necessary changes. DHHS noted that the <br /> building was to be demolished but that issue was discussed if the County was going to add on <br /> to the Courthouse. He stated that the county is not obligated to move them somewhere else. <br /> He stated to leave them in the current building. <br /> Schuppan stated they want to move all people in one building and he questioned the differences <br /> in the requested square footage. There are different amounts in the RFP. Discussion was held <br /> and the County does have space. Mr. Humphrey stated that there is 10,000 square feet on the <br /> second floor of the Annex Building. <br /> Bredthauer noted that in the RFP it noted 6,093 square feet with a possible cost of$173,000 <br /> and then it would increase to $200,000. She ask County Attorney Sarah Carstensen if they <br /> could do this and if they could sue the county. She also questioned what regulations for the <br /> ADA compliance would the County have to follow. She expressed concern that they are not <br /> patient and they are not waiting so we have time. <br /> 5 <br />
