Lanfear stated he trusts their judgement and even the construction phase he wants to see this
done and ask if it could be started sooner. Even if the island is changed this will not affect the
bidding process. Discussion was held on space for employee parking.
Lancaster noted they addressed moving the ballot box to make sure there is access to it.
She questioned if spring is a better time and Mr. Paulik stated it is not September and October
are the best months but that is contingent on the contractors if they cannot then they need to
address changing it.
Bredthauer questioned how long it would take and Mr. Paulik stated 6 to 8 weeks.
Mr. Humphrey addresses the maintenance on the island and he stated that it is easier to
maintain a wider island rather than a smaller island. The smaller island increases the amount
of heat because there is more concrete and a wider area is easier for plant growth does not cost
anymore and foot traffic is easier to maintain on a wider island. Drivers testing is excited about
the area for testing and that it can be blocked off and the new location of the driveway traffic will
not be driving through the testing area.
Arnold noted that the smaller island does not improve the motorcycle testing area and it is
important to keep the drive way lined up. He also noted that the drives in the county are 24 feet
wide. Making the island smaller will increase the construction cost because there will be more
concrete.
Arnold made a motion and Lanfear seconded to approve the Administration Building parking lot
project as presented and set the bid opening for August 21, 2018 at 9:30 a.m. Arnold,
Lancaster, Lanfear, Richardson and Schuppan all voted yes and Bredthauer and Quandt voted
no. Motion carried.
Arnold stated to let Mr. Humphrey address some alternate parking discussion was held and the
board should take action on this issue. Concern was expressed that some areas of the vacant
lot are soft and some of the ground is still settling.
B) DISCUSSION & POSSIBLE ACTION TO PROVIDE OFFICE SPACE FOR COURT SYSTEM
INTERPRETER—Arnold stated that this issue came up quickly that they need some space for a
court system interpreter and there isn't space available in the Courthouse so they looked at the
annex building and there could be an office where the sheriff's office used to be.
Judge Young and Judge Luther contacted them and the annex building is close so there would
be quick access to the Courthouse. This would be very minimal foot traffic in an out of the office
They would coordinate the interpreters and if there was training they could use the jury rooms.
It would be just an office desk chair and access to phone lines and the state computers.
Arnold made a motion and Lanfear seconded to designate space in the former front office of the
sheriff. They would have to put up some walls for this.
Lancaster noted this would be a good space for now and not a lot of expense.
Mr. Humphrey stated that Don Shuda wants a wall put up leading to his waiting room to prevent
people from getting into the veterans area.
7
