Arnold <br /> also noted that Hall County does have a history with Heritage they update the board and they <br /> have a good track record. <br /> Quandt made a motion and Bredthauer seconded to approve Hall County as the local <br /> governmental applicant for the economic development grant for Heritage Disposal. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> 10a FACILITIES AGENDA SCOTT ARNOLD - )DISCUSSION & POSSIBLE ACTION FOR BID <br /> OPENING FOR ADMIN BUILDING PARKING LOT FOR AUGUST 21, 2018 AT 9:30 A.M. BIDS <br /> DUE AUGUST 20, 2018 AT 5:00 P.M. —Jeff Paulik, With Olsson &Associates and Steve Riehle <br /> were present. Mr. Paulik created the detailed plans. They are proposing to flatten the lot and <br /> there will be better drainage. There is $350,000 in the budget and they are proposing to do it in <br /> 2 phases with 3 to 4 weeks time for each phase with a November completion date. <br /> Discussion has been held about employee parking during the construction. They need to <br /> approve the plans and set a bid opening in 4 weeks. Mr. Paulik reviewed the design details and <br /> reviewed the steep grade and the drainage pattern. They are proposing to move the driveway <br /> and have followed the city code. He also noted that it is important to keep the 2 lots lined up for <br /> traffic flow. He also noted that there is no buffer between the paved parking and the sidewalk <br /> that will be addressed. The will also flatten the grading from 7% to 2 or 3%. He noted the <br /> current berm and discussion was held regarding connecting the 2 parking lots. The grade will <br /> allow for that and also address the ADA access. He also noted the island and stated it is good <br /> to have landscaping on the island. This will also provide a better area for the motorcycle <br /> testing. <br /> Quandt expressed concern on the size of the island and questioned the drainage and also <br /> noted that it would provide more space for the motorcycle testing area. Mr. Paulik stated they <br /> have to have the 2% slope and they have addressed the city code. Quandt questioned the <br /> width of the driveway. Discussion was held to decrease the size of the island and could this <br /> provide more parking. Quant questioned if there could be damage when they are removing <br /> snow <br /> Bredthauer expressed concern on the cost of the landscaping on the island and would that take <br /> more mowing and maintenance. She asked if the lot was going to be all concrete. She also <br /> expressed concern on the drainage. <br /> Discussion on the maintenance concrete is 20 years asphalt is 10 years. Concrete is better for <br /> the long term. They will lose 9 stalls in the lot and that is not because of the island. Mr. Paulik <br /> reviewed the drainage and it will be connected to the same storm sewer they currently have. <br /> He noted the location of the cub drains and the slope. <br /> Lancaster stated she has great faith in his work product and will support his recommendations. <br /> She expressed concern on the time of year and the completion date. She stated she like the <br /> green space and feel the cost of maintenance can be managed. Mr. Paulik stated that with <br /> using the two phases that should help and they will relocate some ADA stalls to allow access. <br /> He noted that it will be about 350 yards of concrete. <br /> 6 <br />
